Huge relief for transporters as government scraps road access fees

HARARE, Jul 27 (NewsDay Live) - Government has scrapped the Road Access Fee in a move aimed at eliminating excessive administrative costs imposed on transport operators.

The development follows the enactment of Statutory Instrument 113 of 2026, gazetted on July 24, which gives legal effect to the removal of the fee as part of wider reforms to streamline government charges and eliminate duplication.

In a statement released this Monday, Transport and Infrastructural Development minister Felix Mhona said: "The directive is part of the broader national effort to eliminate excessive administrative costs, streamline regulatory processes, and strengthen Zimbabwe's economic competitiveness by enhancing the ease of doing business."

He said Cabinet had since last year approved a review of fees charged by the Central Vehicle Registry (CVR), Road Motor Transportation (RMT) and the Vehicle Inspectorate Department (VID), with the aim of removing unjustifiable, duplicative and overlapping charges.

The Road Access Fee was introduced in 2009 before Zimbabwe established a national road tolling system. However, following the rollout of Zimbabwe National Road Administration tollgates across the country's road network, motorists continued paying both fees, resulting in duplication of charges for the same service.
