THE Bulawayo City Council has rejected a proposal by the Ministry of National Housing and Social Amenities to develop 490 residential stands in Magwegwe resorting to reselling stands to people on its housing waiting list.

According to the latest council minutes, the proposal by the ministry was to provide the main funding for the project as well as to select the building contractors.
Council’s Town Lands and Planning Committee had already recommended the approval of the proposal.
Councillors, however, turned down the proposal.
“We are concerned about the proposal, as it would not benefit home seekers on the municipal waiting list,” said Councillor James Sithole.
“There is need for council to ensure that its policy — that beneficiaries be drawn from council housing waiting list — on allocation of stands or houses be incorporated.”
Councillor Clayton Zana said government did not adequately develop and service its Hlalani Kuhle project in Cowdray Park and eventually surrendered the project to council.

“If government failed to develop and service the Hlalani Kuhle project, does it now have capacity to develop stands elsewhere?” he queried.
Deputy mayor Amen Mpofu and councillors Prince Dube and Earnest Rafemoyo also did not support the proposal.
Rafemoyo’s view was that council should pre-sell the stands to people on the housing waiting list on the usual basis.
