THE chief director in the Office of the President and Cabinet Corporate Governance Unit Radz Samanjese has revealed that performance contracts were introduced to ramp up the performance of top managers in the public sector.

He made the remarks during the Public Procurement and Governance Conference for Local Authorities held in Bulawayo this week.

The conference was held under the theme Collaborative Governance: Building Partnerships for Effective Public  Procurement and Local Economic Development.

Samanjese said services should be provided impartially, fairly, equitably without bias, needs must be responded to within a reasonable time and the public should be encouraged to participate in policy-making.

“Transparency must be fostered by providing the public with timely, accessible and accurate information,” he said.

“Good human resources management and career development practices need to be observed to maximise human potential, its strategic deployment and improved work efficiency must be cultivated.”

Samanjese highlighted that public administration should be accountable to Parliament and to the people, adding that institutions and agencies of government at all levels should co-operate with each other.

The emphasis is on the whole-of-government approach in all developmental programming and projects.

Samanjese underscored the need to re-invigorate a high performance work culture at top management level, saying lower levels will follow suit.

Performance contracting is part of the broader public sector reform measures aimed at institutionalising a culture of high performance in the public sector and quality service delivery to the people of Zimbabwe.

He noted that transparency must be fostered by providing the public with timely, accessible and accurate information.
