Double allocations rock Cowdray Park stands

BY SILAS NKALA NEW residential stands being unveiled in Cowdray Park’s Hlalani Kuhle/ Garikai housing scheme in Bulawayo have been tangled up in a double allocation boob.

Out of the 130 cases of double allocation, the Bulawayo City Council has so far sorted out half of the cases.

Hlalani Kuhle/ Garikai housing stands were allocated as an aftermath of the 2005 government Operation Murambatsvina which left an estimated 700 000 people homeless across the country.

Government then introduced a housing scheme called Hlalani Kuhle/ Garikai as a mitigation measure to ensure there is housing for those affected by the demolition exercise.

A latest council report on Hlalani Kuhle/ Garikai housing stands states: “At the beginning of the period under consideration, council had 130 unresolved cases of double allocations. However, a total of 65 cases were resolved during the period under consideration resulting in 65 cases being outstanding.”

Council also noted that the contractor for Cowdray Park’s Hlalani Kuhle, Bulawayo Home Seekers Consortium Trust, was continuing with the servicing of the area.

“Currently the contractor was stockpiling, loading and hauling decomposed gravel for the purposes of re-gravelling one of the roads in the area commonly referred to as Hawkflight. Works had been slow with the contractor claiming cash flow challenges and unsustainable rates,” the minutes read.

Council also stated that culvert pipes donated by Luveve legislator Stella Ndlovu had been installed in the vicinity of the area serviced by Hawkflight.

Indications were that the works had stalled pending the construction of headwalls and excavation of the stormwater drains.

Council noted that processing of waiting list forms had been ongoing with an average of 273 waiting list forms processed in April 2022, and 16 duplicate forms approved, as well as 465 renewal forms processed.
