Mnangagwa guns for land barons

PRESIDENT Emmerson Mnangagwa has appointed a six-member Commission of Inquiry of Urban Land to clamp down on land barons believed to have illegally parcelled out vast tracts of urban State land across the country.

The commission, led by High Court judge Justice Tendai Uchena, was sworn-in at State House in Harare yesterday.

Other members of the commission are Andrew Mlalazi, Stephen Chakaipa, Petronella Musarurwa, Tarisai Mutangi and Heather Chin’ono.

Speaking during the swearing-in ceremony, Mnangagwa said his government was closing in on land barons, who had turned themselves into demi-gods by parcelling out State land and creating unplanned residential settlements.

Mnangagwa said the commission would be mandated to investigate and identify all State land in and around urban areas that was acquired and allocated to the Local Government ministry for public development since 2005.

They will also investigate and ascertain the status of such land in terms of ownership, occupation and development, investigate methods of acquisition and/or allocation by current occupants or owners of such land and ascertain actors involved in the allocation, occupation or use of such land.

The commission will report directly to Mnangagwa.

Land barons, mainly linked to the ruling Zanu PF party, have often been accused of forming terror gangs based in informal settlements to intimidate their political foes.

I am so Happy to hear about this development Mabamba Chitown/Zvandasara Hatcliffe Noth/Mashayamombe Southlea Park/Chiyangwa the whole of Zimbabwe kkkk/Chigumba Chitungwiza/ the names are countless chachaya those Developers who were inconvinienced please start working with the commission than wait for them to come to you and us ususpecting people who were swindled we are waiting to give tesitmonies and be witnesses the earkier the better the sooner tha better.

    I suggest you start writing your reports to the commission as early as you can bcz there are a lot of disadvantaged people who were displaced by Ilegal land invasders who invaded DEVELOPERS land Well done KUTONGA KWARO

  3. Indeed, It certainly does appear that ED is reading our comments….. However, Of particular concern is the CITY OF HARARE, HOUSING DEPT. as this is where the actual allocations are determined and as such the corrupt tendencies! The commission should further invite ALL those with evidence and/or issues where they have been marginalized. People have been on the so called waiting list for long periods of time but have not been allocated residential stands for one reason or another. To the commission I say, leave no stone unturned. Furthermore, do away with these land developers forthwith, as council is selling/parcelling land to them rather than to the rightful and deserving people.
    What land developers! Council itself has the capacity to develop land. It has also been observed that the so called co-operatives that have become a land authority are also to blame for the gross mismanagement of various projects, with double allocations, non development of roads, water, sewer, electricity etc these have been allowed to prevail without audit.
    Town houses have also suddenly become the norm in investment by land Barons, I am reminded of the Sunningdale matter where stands were allocated on recreational area and people allocated these stands were seen digging up basketball courts to peg foundations to build houses, what nonsense is this, I ask?? meanwhile the allocated had legal documents from the city council housing dept proving allocation. Seriously guys! The problem originates from Remembrance drive, housing dept, Fire the LOT forthwith!

  6. Up to now am yet to see any minister or land barom jailed. Until and unless these crooks are jailed, i view this exercise as futile and unwise.

  9. Of all the places if you drive from Chitungwiza going to Dema you will see how bad it is. Some sabhuku chief and other senior villagers caused disorder and confusion. Land Barons must all be arrested.

  10. This is a very positive step but it seems that govt is trying to run before they have learned to walk.
    It is imperative that land barons should be held accountable and money stolen should be returned.
    But what about the people who bought the land and now face eviction. A proper plan must be set out on how to resolve this issue – these people cannot just be kicked of the land

City of Harare is the custodian of all land within Harare metropolitan area through its Valuations and Estate Management division headed by Emmanuel Mutambirwa who happens to be the City valuer and estates manager who oversees the allocation of land by the City council. He has been fraudulently creating stands and getting approval from town planning end then allocating more than 50% of those newly created stands to himself using various shelf companies and appointing friends and relatives as directors to avoid being caught. He has sold leases to third parties therefore swindling desperate home seekers.

  19. Thank you Mr President I was also duped by Hello Project owned by Mr Chigudu, he sold me a stand on land under title in Eyecort. Have tried for several years to get my refund plus interest in vain . He is the one who had sold land near Airport and the buyers were relocated to Southlands on stands already allocated to other buyers .I think a lot of people were left in limbo by this company .   22. Yes Charlene Investment is led by Jokoniya and he is stealing money in connection with appex individuals.I advised all people who are paying him monthly subscription to stop now. Keep all your receipts.Retreat is a state land and stands are not suppose to be sold. Report him to any nearest police if he keeps on threatening.

  25. Please also investigate Bindura especially Stands allocated through National housing for Operation Garikai Mr Nicholas Goche is claiming the Lands to be his and the Garikai beneficiaries are paying Mr Goche .But why then if it is Operation Garikai
