$100 000 advance payment haunts Health minister

HEALTH and Child Care minister David Parirenyatwa is today set to be grilled by the Parliamentary Portfolio Committee on Public Accounts over the $100 000 advance payment he allegedly received from the Premier Medical Aid Society (PSMAS).

Parirenyatwa has insisted that the payment was released procedurally as it was due to his private surgery, adding he only agreed to reimburse it following an outcry from the public, which misunderstood the relationship that existed between medical practitioners and medical insurers.

Last week, Gweru MP Emma Muzondiwa (MDC-T) doorstepped Parirenyatwa in Parliament and asked him to clarify the matter.

“Honourable Muzondiwa, you talked about the issue of Cuthbert Dube (former PSMAS chief executive officer) and that I also received some money from him as well. It is an important matter to me and it actually hurt me quite a lot and for a time, I actually withdrew into myself because it is not true that I did that,” Parirenyatwa said.

“What I find Mr. Speaker Sir is that sometimes there is no understanding of the working relationship between doctors and insurance companies,” Parirenyatwa said before Bulawayo South MP Eddie Cross requested that the matter be set for today’s meeting.

The payment to Parirenyatwa’s surgery caused an uproar last year, with his critics saying it was improper as his ministry regulated PSMAS, a situation that may have forced the service provider to extend the bailout to him.

    Do other service providers get advance payment like Dr Parirenyathwa? This is awkward,it is very likely that such facility could be abused without providing that service.It is happening in Zesa,and other parastatals. Somewhere else in this paper Pito Enterprises was paid in advance for a poorly or non delivered service to Zesa.Oh! Nkosiyami uzulu we Zimbabwe uyo phephelaphi ngezenzo ezimbi zabakhokheli abathanda ukukhwabanisa.

    1. This should be the normal procedure everywhere. The advance payment will be offsetting the bills of the patients as the y come to seek medical treatment.

    Whether he received the advance payment or not that a very small issue compared to the former PSMAS Chief Executive who just took millions if not billions of dollars from PSMAS but was never question before parliament. Yes Parirenyatwa might have benefited wrongly by getting such an amount whilst his fellow doctors get nothing. But why not tackle the Cuthbert Dube’s case and try to get back those billions of dollars back. Maybe and maybe the civill servants will benefit from their hard earned contributions to this rotten organisation. Pane muriwo pasi pesadza!

    Yes the salary received by Dube was morally condemn able but to single out him as the sole culprit is to be dis proportionally unfair to him. There is no way Dube could propose and approve the increment of his salary to those despicable levels.People are conveniently ignoring the role which was played by the PSMI Board which included the likes of Charamba the Presidential Spokesperson.If the board turned down the proposed salaries,there is no way those salary increments could had been effected.I hope Budai Pachena is aware that there are a lot of people who benefited from that financial scandal from the Minister himself down to the then Chief Executive and his team.

  5. When you see medical doctor coming up with funny economic and business financial terms like “capitation” just to justify a moral and professional offside, then you know we are in bad times.

  6. Parirenyatwa was paid $100 000 by PSMAS in advance for services not rendered. This is despite the fact that there are doctors owed thousands of dollars for services dating back to 3 years ago. If that is not blatant abuse of one’s position then I don’t know what is. Parirenyatwa abused his position as the head of the regulating authority to get that money from PSMAS. PERIOD!!!
