Harare residents’ lawyer, Douglas Mwonzora, said the urgent chamber application, which has been set before Justice Tawanda Chitapi tomorrow morning, seeks to stop any council meeting to discuss Mushore’s fate until the same court determines an earlier application filed by the residents on the same issue.

“The Minister of Local Government (Saviour Kasukuwere) has been exerting pressure on councillors to fire the Harare town clerk, James Mushore before Thursday or they will be dissolved, so the residents have decided to go to court and seek an order to stop him from doing anything as well as stop council from holding any meeting to discuss Mushore until the main issue before the courts is concluded,” Mwonzora said.

CHRA took Kasukuwere to court accusing him of abusing the Urban Councils Act. The residents have endorsed Mushore’s appointment despite protestations by Kasukuwere.

Kasukuwere has rejected Mushore’s appointment claiming the council jumped the gun and breached provisions of the Urban Councils Act. The minister reportedly prefers acting town clerk Josephine Ncube to take over the hot seat.

But councillors allege that Ncube was a failure with no capacity to lead the capital after she took over from Tendai Mahachi last year in an acting capacity.
