Mugabe gives ultimatum over bonuses

PRESIDENT Robert Mugabe has reportedly given Finance minister Patrick Chinamasa and his Public Service counterpart, Prisca Mupfumira, until tomorrow to provide a date for the payment of civil servants’ 2015 bonuses.


The civil servants were supposed to get their 13th cheque between last December and early this month, but up to now, there is no indication as to when they will be paid, as Treasury battles with empty coffers.


Mupfumira told NewsDay that Mugabe ordered her, at a Cabinet meeting on Tuesday, to issue a communiqué on the bonus issue by tomorrow after meeting Chinamasa.

“I am going to meet Minister Chinamasa before Friday (tomorrow) and we will then issue a communiqué on the matter, which is of concern to the President and Cabinet,” she said.
“We are going to discuss the way forward and issue a statement detailing how the matter will be handled.

“As you are aware, the desire to pay is there and we are committed to that. What we have now to agree on is when and this is the meeting we will have with Chinamasa, who is responsible for the country’s Treasury.”

For the first time since Independence, most government workers went for the festive holidays without their December salaries and are yet to get their 2015 bonuses, despite government’s assurances the money would be available in the first month of 2016.

Mupfumira had, earlier this month, said she would meet with the civil servants’ umbrella representative body, Apex Council, on February 10, where the government workers hoped the bonus issue would be thrashed out.

Despite failure by the government to pay workers their promised bonuses, Mugabe and his two deputies, Emmerson Mnangagwa and Phelekezela Mphoko, along with many other senior ministers, blew thousands of dollars in holidays in places such as Dubai and the Far East.

The failure to pay bonuses has caused anxiety among civil servants, with trade unions threatening to go on strike to force the government to pay.

Rural Teachers’ Union of Zimbabwe (RTUZ) on Tuesday announced it was giving government up to February 15 to resolve the issue of bonuses, failure of which, its members would “flood” the streets in protest.

RTUZ alleged that government was mooting non-payment of teachers’ salaries during school holidays, something they said would further worsen their plight.

“Thus, as a union, we have given the regime up to February 15, 2016, to sort their mess and pay bonuses to all government workers, cease forthwith the 7,5% pension deduction until salaries are above the poverty datum line and stop implementation of all austerity-related policy positions,” RTUZ said in a statement.

“If these demands are not met by February 15, 2016, we will mobilise our members and fellow workers in the civil service to flood the streets of Bulawayo and Harare on February 26, 2016, and completely shut down the key operations of this government.”

Other unions have alleged that the on-going factional fights in Zanu PF were the source of government’s failure to revive the economy and be able to pay them their 2015 bonuses.

Progressive Teachers’ Union of Zimbabwe president Takavafira Zhou said Zanu PF infighting was taking its toll on civil servants, who had now failed to get bonuses due to sabotage by rival factions in the ruling party.

He said his members were ready to take industrial action to fight for their rights, which he said were at risk of being violated.

“Civil servants are a nut between crackers. The struggle for power within Zanu PF is taking a toll on us,” Zhou said.

“I don’t believe that government has no money to pay its workers bonuses, but feuding Zanu PF factions are holding on to cash to build a war chest in the post-President Robert Mugabe era.

“There is sabotage within Zanu PF. Factions are competing to anger civil servants, particularly teachers. Unfortunately, the situation has been made worse for the government workers because they are now polarised along Zanu PF factional and political party lines.”

  3. Chinamasa has now exhausted his financial tricks. He hasnow been given an ultmatum to announce a bonus payment date without being given the money to pay. He cant mobilise the money becoz Treasury is broke. If he admits that he has failed to find the money he will be fired and replaced by another dreamer. ED and Chinamasa as the mobilisers of govt resources will be fired and replaced. With no money the inevitable has to happen. Goodbye .

    Chinamasa is between the rock and hard soil.It is simply difficult to work under this incoherent and confused political environment.The major financial tributaries of the exchequer are simply dry,but Chinamasa has to meet the financial obligations of the state.The amount of cooperation which is uniquely associated with a modern cabinet as a nerve centre of policy formulation particularly on matters of service delivery matters, is non existent.For him to save his dignity,the only viable option is to throw in the towel.Nothing is to be achieved in the face of institutional and political fragmentation.

      Look at Tanzania, the president came in and scrapped of the parties and used that money to put beds in hospitals. That in itself shows intent and addressing the issue. Why force Chinamasa to pay bonuses when 92% of the money he gets is for salaries, where is the money going to come from? Is it going to come with the rains?. So again i say , get YOUR facts right

Would there be shortage of drugs in hospitals, and civil servants pay dates being moved oon several occasions with some getting 2015 salaries paid in 2016. Is this not a sign of paralysis. Fine, they have their money to spend on individual/ selfish issues but not to spare on us hard working Zimbos.

  26. The big question where does the money come from? If the government is failing to pay normal salaries how then it afford to pay bonuses.
    Unless knows another source of money it doesn’t make sense to ask the ministers to provide money as if there is no money. I wonder also whether Mugabe meets these in one on one meetings to brief him about what is happening in their ministries. Poor governance.

  29. We expected to hear that the President was given by his good friend President Nguema of Eq. Guinea $300 m which the govt can use to pay bonuses for civil servants? For Chinamasa to pay the monthly wage bill and Annual Bonus in one month a cool $ 500m is required. Revenue collection is below par and local borrowing is now limited due to illiquidity. Chinamasa in this case has no choice but to tell his Boss he cant find the money. If Bob so wishes he can fire and replace Chinamasa but the problem will remain. The economy is no longer able to generate enough money to finance the bloated govt wage bill so a new Minister of Finance will not print this money either. Govt has to bite the bullet and reduce total expenditures. This cannot be achieved without carrying out major fiscal reforms including the reduction of Head Count! Without implementing these reforms govt should forget about debt clearance and its wish to get new loans from the likes of IMF,World Bank and AfDB.

    its clear as chalk that there is no money coming anytime soon. Zimra revenues have declined according to Gersham Pasi. Where else can the money come from? Perhaps Tobacco Sales but remember the volumes are down this season.
    Perhaps the FDI by the Russians, The Dangote projects, Chinese Zesa projects nothing else really.
    Taxes from sales of Fuel will decline with the commodity prices having fallen from $120 to $25 per barrel.
    Zimbabwe needs to meet the IMF targets for financial assistance in June and truly the Government cannot put to waste the efforts and successes made thus far by reckless actions. Once the IMF gives the nod to Zimbabwe this will open up international appetite to deal with the country and stimulate the economy with the attended benefits that will accre.
    Reality and pragmatism, unpalatable as it may, is that Government will indeed pronounce a payment date but not anytime soon.

  43. Bonuses, or salaries, are raised through taxation. Thousands of companies are currently trying to obtain Tax Clearance Certificates from ZIMRA which is either unable or unwilling to issue these. So companies without ITF 263’s can’t bill their clients, so the clients can’t pay them, so they can’t pay the VAT to ZIMRA, so ZIMRA can’t release the funds to the Treasury, so Treasury can’t release money to the Public Service Ministry, so civil servants can’t get paid.

    The buck stops fairly and squarely with ZIMRA. Pasi must resign. He’s overseeing what will be the biggest company closure and worker layoff exercise the country has seen. Stop complaining on the internet. Get down to ZIMRA’s Head Office in ZB Centre and really be heard.
