Litter war: Muchinguri ropes in army

ENVIRONMENT minister Oppah Muchinguri has said the government has engaged the Joint Operations Command, to deal with the litter problem and also announced the arrest of an unnamed kingpin in the cyanide poaching of elephants in Hwange.

Officially launching an anti-litter campaign in Harare yesterday, Muchinguri said hefty fines would be imposed on litterbugs, while the Police, the Environmental Management Agency (Ema) and the Harare City Council have teamed up to effect arrests.

She said the government had tried to engage the public in clean-up campaigns, but efforts were being stifled by resistance.

The campaign dubbed My City My Pride will see individuals who dispose of litter at undesignated points being fined $20. Vendors, commuters and omnibus operators will also not be spared if found on the wrong side of the law.

Vendors have also been ordered to have litter bins and come up with monitoring teams that would be mandated to ticket all offenders daily, while all commuter omnibuses are now stipulated to have stickers that direct people to throw their litter in the bins.

Shop owners and restaurants will also be fined by inspectors of a taskforce comprising council, police and Ema.

“Starting January 1, all buses both long and short distance, should have bins and stickers directing passengers to dispose their litter in the bins because once they are caught on the wrong side they will be fined $20 each time.

Vendors should also do the same because we cannot keep losing tourism revenue because of people’s attitudes,” Muchinguri said.

“This affects our health and even the climate, as you can see it is not raining now. It is better for you to go out of business while our country remains clean.”

She lamented that drainages have been clogged with litter which ended up in rivers and dams.

Muchinguri said in six months they will start issuing fines to manufacturers of litter products such as kaylites, cans and plastic bottles.

Muchinguri said the interventions they have done together with members of the intelligence and other security organisations have reaped rewards in the fight against poaching.

Although she did not disclose a name, she said an elephant poaching kingpin had been arrested.

She said communities were also happy as they were being rewarded for tip-offs, while quotas have also been increased.

Muchinguri said staff members at organisations like the Zimbabwe Parks and Wildlife Management Authority have also had their grievances addressed.

  1. Oppah why are you not disclosing the name of the kingpin? Because the person is a Zanu-PF official and therefore you do not want to expose your colleagues. Nothing will happen to this kingpin, mark my words. We are wasting resources looking for poachers yet these people are well known but well connected. Why were journalists from the Herald arrested? For telling you the names of top Police chiefs who are involved in poaching. The top chiefs are not arrested but it is the whistleblower who gets arrested. This is very crazy Oppah.

    I also think that the minister has not done enough but I think she is in the right direction if only she expands and accelerates her strategy including the raw sewage that fury is alluding to.

  4. Bins first minister. In cities you see litter overflowing on rubbish sites how will that problem be solved by this symptom treatment

  5. The city has over the years suffered the consequences of the country’s debilitating economic and political ruin that has seen Zimbabwe falling from grace to become one of Africa’s poorest nations.

    The once glamorous city’s streets have taken an ugly and repulsive outlook characterised by litter and filth.

    Taking a walk along the once glamorous First Street mall is now a nightmare. Besides the filth, there is also the danger of falling into the countless pits left behind by municipal men at work doing one repair job or another — or being splashed by paint from construction workers attempting to bring back some semblance of “shine” on dilapidated buildings.

    And we concerned about kaylites litter, poking at symptoms, FYI that foam is recyclable, instead of just being punitive and banning stuff has it occurred to some of our policy makers that you can use this opportunity to actually create employment by recycling those kaylites. If the only way we can solve problems is punishing and lashing at people, especially when we all know how we gotten here is hypocritical if not grasping at strolls. I m now beyond disappointment.

  6. Hon. Minister, you have a very brilliant idea. I am particularly concerned about litter in residential areas. People dump rubbish at undesignated places not because they want to do so, but simply because Harare City Council is not religiously collecting rubbish. Residents will be left with no option but to dump the rubbish at the nearest open space.

    Lets therefore address the causes first before we jump on to arrest and fine residents.

Let us join hands in sanitizing our environment because if we do nothing about it, the consequences will always haunt us and generations to come. Litter belongs to the bin and official dump sites.   9. Hon Minister. We appreciate your effort. A bin at every corner in the cbd will help. I’ve often walked 3 to 4 roads with litter in my hands and no bin in site. Knowing that l’m guaranteed to find a bin at any corner would help .

  10. Everywhere in the world people use kaylites etc with no provlem. In gere there exists the issue of no bins and people just not respecting cleaniless. Cz what ever you replace will have the added issue of disposal. Saka kungoti munhu wese ngadyure kunva kwake ndokupedza nyaya. Thouygh sone points are valid. Lets not turn ministries into fine issuinf authorities like what is happening in Transport.

  13. Transport Minister please do something about the evil work that is happening at Eastlea VID. Marufu and his team must be investigated as a matter of urgency. Cde Muchinguru has done that in her ministry. We cannot have a situation whereby VID EASTLEA is transformed to a private company by the management team. Chatapura a senior inspector who owns Flash driving school is charging $150 bribery fee to issue Certificate of fitness. He has at one time impounded all One Goal driving school vehicles and advised all booked learners to use his FLASH vehicles. All inspectors are forced to contribute $200 every friday that is given to Pedzapasi so that (business ) continues.
    There is a kombi that was involved in an accident along Masasa that killed the driver which has accrued close to $3000 storage fees but dates were fraudlently forged by Chatapura after receiving $1000 and was released. Seats that are removed from impounded vehicles are supplied to Gaza by Marufu and Chatapura. Registration books for released vehicles are easly given back to owners after paying $50 to Chatapura who is calls himself Jeke and demanded to keep the safe keys as the boss. Overload fines are going to these two who use Tsikamutanda their agent who drives a blue mercedes and is found as early as 6am at the premises.
    Chatapuras agents namely John , Martin, Mupositori, Giant , Mupositori wemabanana, Spencer and other newly recruited are seen loitering at the premises and drives xpensive cars . They charge $125 for a provisional license, gorvenment gets $20 . For one to get a class 2 drivers license they charge $300 and gorvenment gets $25. Class 4 $250 gorvenment gets $20. Certificate of fitness $200 for horse and trailer gorvenment gets $50 $125 for hiace gorvenment gets $20.
    Its reliably confirmed that no Audit has taken place since 2008. Toilets are charged and cash goes to Marufu. Rental for the guys who run sadza cafe goes to depot manager.Cash realised from sales of Learners License plastic covers goes to their pocket.
