The Sports and Recreation Commission (SRC) has directed the Zimbabwe Handball Federation to hold elections to elect a substantive committee.

The supreme sports body said it was alarmed by the way sport had declined in the country and wants the federation to hold the election not later than August 31.

The Zimbabwe Handball Federation is currently under an interim committee led by Amon Madzvamuse.

“The state of handball has reached a low ebb which is epitomised by factional groupings in running the sport. We are also fully aware that there are two factions, one led by Madzvamuse, and the other led by Simbiso Mpepereki, and clearly this is untenable and not in line with the good tenets of corporate governance for sport organisations like the Zimbabwe Handball Federation,” SRC sport development officer Joseph Muchechetere said in a statement.

“As the sport regulatory body, we are not going to sit back and watch the situation degenerate into a circus, that is why we have decided to take this action.”

Muchechetere said he expected the interim committee to send out a notice of the elective meeting to all the bona-fide council members and to determine the date and venue of the special general meeting to be held no later than August 31 2015.

He also said the interim president and treasurer’s reports should be tabled for consideration by the same meeting before the election of the substantive committee.

“If the interim committee fails to send out the notice to all the bona-fide council members, the SRC shall reserve the right to call for that meeting on August 29 2015. This action has been taken in line with section 19 (B) of the SRC Act Chapter 25:15 of 1991 which empowers the SRC to ensure proper administration of organisations undertaking the promotion of sport and recreation,” Muchechetere added.

He warned all the national sport associations to adhere to the good tenets of corporate governance if they were to ensure that their organisations were viable and attractive to potential partners such as sponsors.

“The era of not adhering to their own constitutions and statutes is over and we will not tolerate any such behaviour as the sports regulatory body. Our role is to ensure that the generality of Zimbabweans is afforded quality sport programmes and this is only possible if the national sport associations are compliant with the SRC Act and their own constitutions. We will not hesitate to deregister any national sport association which has no regard for the SRC Act and its own constitution,” Muchechetere added.

The Zimbabwe Handball Federation interim committee has been in place since 2008 and was assisted to come up with its constitution which was registered by the SRC on October 1 2013.
