The ongoing fight between Bikita West Member of Parliament Munyaradzi Kereke and former Reserve Bank of Zimbabwe governor Gideon Gono has opened a can of worms on the goings on at the apex bank in the last decade.

Kereke, a former adviser to Gono, makes sensational claims about Gono’s alleged unorthodox practices in his answering affidavit submitted to the Constitutional Court on Wednesday in a matter in which he wants the Zimbabwe Anti-Corruption Commission (ZACC) to probe alleged illicit dealings that prejudiced the State of millions of dollars.

ZACC and Gono are cited as the first and second respondents respectively.

The Bikita West legislator claims that Gono operated an account he termed “special projects” which he alone personally handled and whose transactions no staff member or any board member could question.

According to Kereke, Gono allegedly purchased over 50 million shares in National Discount House on behalf of the central bank, but only three million shares could be accounted for.

“Included in the special projects account is an investment in NDH. Based on information availed to us, the Bank’s shareholding is 53 580 984 shares. We were not availed share certificates for the full shareholding, but for 3 051 309 shares,” wrote BDO Kudenga auditors in their report attached as an Annexure in the response to the Concourt application.

Kereke also alleges that Gono abused his authority by directly dealing with a company called Intshona to supply the country with fertilizer. Intshona, Kereke said, failed to deliver the fertilizer for close to a year despite having been paid $20 million, thereby prejudicing the State not only in monetary terms, but lost opportunities in agriculture.

He claimed Gono siphoned cash that was being bought by the Central Bank from the parallel market through the bank’s security division using the Zimbabwean dollar on a routine basis.

“When time for audits came well after the funds had been squandered, the second respondent would then ex-post cover up his tracks by telling lies that such funds had been deployed towards sensitive national ends, along with the rest of expenses that would have been discharged well above aboard,”  Kereke said.

According to a KPMG 2008 audit report attached as an Annexure, the RBZ purchased foreign currency amounting to $76 934 200, R1 410 000 and GBP21 511. The Zimbabwe Republic Police got $30 269 000, Zimbabwe Defence Forces $37 525 200, R1 410 000 and GBP21 51 while
$750 000 went towards International Banking.

“The above disbursements were made throughout the year at different dates. Except for the disbursements to International Banking which was supported by a request, we were made to understand that all other payments did not have documented request letters and were mostly based on verbal request,” wrote KPMG in their audited reported submitted to the Concourt by Kereke.

“We were availed with a letter signed by the respective departments acknowledging receipt of the funds. This letter was only done this year (2009) for the purposes of the audit. From discussions with management, it is not clear what those funds were being used for, but were just being provided on request. Also we were not availed with evidence that at the time of the transactions, these were properly authorised by the bank structures.”

    • Munyaradzi has done well to expose the rot. If anyone has any case against Kereke let him raise a separate case. We now know that Gono syphoned 47 million NDH shares for personal benefit. It has come in the open that “your governor” was paying $20 million in advance for supplies that turned out to be air supplies. Gono was also externalizing funds out of RBZ for unknown purposes and that is very criminal!

      Nothing was biilt bt the material was stolen by police chefs who biilt their private homes.

      Go and ask the constraction section they will tell y.

  3. Your motive Kereke could be right but then the timing is not. The fact that you were his advisor during that period makes you an accomplice and everything suspicious. What if Dr Gono’s term as RBZ Governor had been extended. Would we be hearing what we are hearing now. I smell a fish here.

  5. Some people are ignoramuses. They would rather have Kereke keeping quiet, and yet the country is suffering today because of corruption. For those who are ignorant of the role of the advisor, the advisor gives advice but is not responsible for the final decision of the one given advice. Even if the advice is not correct, the advisor is not responsible for anything. Gono was free to take advice or leave it. Kereke was not the govenor, and so he was not responsible for Gono’s deeds. I recently read that Gono bought a house in Borrowdale brook for his son in law, where did gono gat all that kind of money in a poor Zimbabwe? Kereke, please fight on. I know you may not get justice today, but after the current president is gone, you will be a hero. We are behind you Samangwe.

    • why do you stay where you see corruption? Why not just resign because your advice is not being considered? And most importantly why now? why not last year? or the year before that? why work for eight years with a thief?

We are talking about issues on the Zimbabwean ground (not some utopian spiritual world) which have contributed to the sorry state we are i and have beeh in for decades. What ever Kereke’s reasons, if what he is alleging is true, he is right to expose whatever happened at RBZ. Let the law take its course and justice prevail (if it still exists in Zimbabwe). We always complain that those in positions of power, if accused of corruption or any other criminality are not being brought before the courts. Now someone is being brave enough to see it through, we are looking for reasons for Kereke to abandon this honorable cause.

  16. People! people! lets be objective here. Kereke is bringing in proof of his claims. I think these have to be looked at carefully. It will be foolish to say its all lies because of his motive. Yes the motive can be wrong but are the revelations false?
    We need to hear Gono’s side of the story. Lets not just rubbish everything coz the lives of Zimbabweans is currently echoing the same, something terrible was done during those days and as citizens of this country we have to know.
    Its better to jail two thieves than to free all of them simply because the accuser is also a thief.

As we speak, the intelligence is digging up Munyaradzi kereke’ files and grave simultaneously.If they fail to find anything on his files then he’s going to be involved in “a car accident” or worse still kupondwa feya feya.All fingers will point to Gono but then it won’t be his doing but those who benefitted through Gono’s benevolence during his tenure between 2005-2009.
    I swear down, If in the event that Gono is found guilty, a lot of these big wigs are going to go down with him . There’s no doubt that Kereke has facts and he’s doing exposure irrationally and full of spite .   19. in this case kereke is right. when the case was committed he kereke was a no body to voice, the closeness that was there between Gono namudhara dai akangoti bufu he would’ve been fed to to the crocodilos but now he felt betrayed by him not taking his advise during the tenure of office. in this case he is now standing as a state witness. Gono yu were so stupid to recruit this inexperienced boy as your advisor. kungoti yu wanted to reward him after he wrote your MBA dissertation at UZ just as he then wrote your PHD thesis later at RBZ. this is a real circus. However, what Kereke should know is that ultimately his antics will take him down as well.
