  This follows the release last Thursday of an audit report alleging massive corruption

  and conflict of interest by officials in the council’s works department. The report details how the building inspectorate department workers were using their positions to draw plans for personal gain and approving them even though they were sub-standard.

  “Council employees are going against their employment code of conduct by drawing, inspecting and corruptly approving the said plans. They even go a step further to block passage of any plans submitted by draughtsman outside council,” council audit committee member Weston Masiya said.

 

“We want to have a detailed register of all plan drawers kept here and any plan submitted by a person who is not on that list should not be accepted.”

  The officials allegedly demanded about $150 for an ordinary plan for a five-roomed house in the high density areas and $300 for low density housing plans.

  According to the report, it only took five working days to have a plan drawn from inside to be approved, while it took over a month or two to have a plan drawn by outsiders to be approved. However, the report did not disclose the names of the alleged corrupt officials.
