LUPANE — Matabeleland North Sports and Recreation Commission (SRC) and Kusile Rural District Council (RDC) employees allegedly connived to defraud the two organisations of $1 900 in rentals due to the local authority.

Permanent Sibanda (41), an SRC Sports coordinator for Matabeleland North, and Mandla Moyo (43), a revenue clerk at Kusile RDC, were not asked to plead to fraud charges when they appeared before Lupane magistrate Takudzwa Gwazemba last week.

They were remanded out of custody on free bail to August 4 for trial.

The court heard that the SRC is renting offices at a Kusile RDC building.

Sometime between June 2010 and July this year, Sibanda and Moyo allegedly connived to defraud their employers the sum of $1 900 for rentals.

Moyo is alleged to have given Sibanda 10 blank Kusile RDC receipts which Sibanda would reportedly falsely fill purporting that he had paid rentals to Kusile RDC for the period in question.

It is alleged Sibanda would go to the bank and withdraw the money from the SRC account on the pretext he was going to use it to pay the rentals, but would allegedly convert the money to his own use.

The alleged fraud was discovered by council officials who visited the SRC offices to ask them why they were not paying their rentals.

An SRC official who was at the offices produced the alleged fraudulent receipts.

This prompted the RDC officials to establish that the receipts which went missing at the RDC offices were the ones produced as proof of payment by the SRC official.

This eventually led to the arrest of Sibanda and Moyo. All the alleged fraudulent receipts were recovered.
