The Minister of State for Provincial Affairs and Devolution for Harare Metropolitan Province, Honourable Charles Tavengwa, officially unveiled the Harare Provincial Sport Development Interim Committee on Monday.
Held at the Minister’s offices in Harare the ceremony signalled a strategic shift toward a decentralised, community-driven sports model.
For years, sub-national sports administration across Zimbabwe has faced weak coordination, leaving immense athletic talent and economic potential untapped within local communities.
The newly appointed committee, which has been handed a one-year tenure, is designed to bridge this gap by establishing a structured, bottom-up framework that aligns directly with the Government’s Devolution Agenda.
Delivering his keynote address, Minister Tavengwa emphasised that the diverse interim committee brings together key multi-sectoral stakeholders, including representatives from local authorities, the education sector, youth and women’s organisations, disabled persons' organisations, and the business community.
"It is my singular honour and privilege to stand before you today as we take a monumental step toward redefining the landscape of sport and recreation in Harare Metropolitan Province.

For too long, our communities have suffered from a persistent challenge: the weak coordination and limited development of sport at the grassroots level. Talented youth in our wards and suburbs have gone unnoticed, our infrastructure has lacked coordination, and the immense economic potential of the sports sector has remained largely untapped.
Today, we say: no more.
"In strict alignment with our Government’s Devolution Agenda, and driven by His Excellency, President Emmerson Dambudzo Mnangagwa’s mantra of “ leaving no one and no place behind”, we are rolling out a bottom-up, community-anchored model of development. We are moving with purpose toward the realization of Vision 2030.
To drive this vision forward in our province, I am pleased to officially unveil the Interim Provincial Sport and Recreation Development Committee, appointed for a one-year tenure."
The establishment of the Harare Provincial Sport and Recreation Development Committee operates under the legal framework of the Sports and Recreation Commission Act and national guidelines outlined in the National Development Strategy 2.
With a 12-month window to execute its foundational tasks, the committee has been handed a sharp and urgent mandate. The team is tasked with institutionalising structured sport and recreation from the provincial tier down to districts and wards, whilst fostering mass participation across all demographics.
Furthermore, they will spearhead critical advocacy campaigns against drug and substance abuse, lobby for modern sports infrastructure, and stimulate commercial partnerships to transform sport into a viable contributor to the provincial GDP.
Crucially, the committee will coordinate provincial talent identification networks to ensure robust, high-calibre representation at the National Youth and Paralympic Games.
To guide the committee through this crucial transitional phase, Tawanda Chidzidzi was announced as the Chairperson of the Interim Committee.
A seasoned sports administrator and prominent businessman, Mr. Chidzidzi boasts an extensive track record within Zimbabwe's national football league structures.
According to the strategic framework underpinning the launch, the operationalisation of the Harare Committee is part of a broader nationwide rollout that includes establishing District Committees.
Key programming areas on the horizon include setting up Provincial and District Centres of Excellence, implementing localised sports leagues, hosting the Annual Provincial Sport Awards, and establishing youth exchange programmes.
Ultimately, the long-term blueprint aims to cultivate a well-coordinated ecosystem that enhances civic pride, drives local sports equipment manufacturing, boosts health and wellness, and positions Harare Metropolitan Province as a premier hub for podium-ready athletic excellence
