Residents and registered voters in ward 23, Insiza Rural District Council have submitted a petition seeking a vote-of-no-confidence against councillor Nomsa Moyo, accusing her of poor leadership, financial misconduct, lack of accountability and failure to deliver basic services.
Councillor Moyo was elected on a Citizens Coalition for Change ticket in the 2023 harmonised elections.
The petition, addressed to Insiza RDC chief executive Shepherd Tshuma, government and Public Works minister Daniel Garwe calls for an investigation into Moyo’s conduct and her possible removal from office.
The petition was submitted to council yesterday.
“We, the undersigned residents and registered voters of ward 23, hereby submit this petition in terms of the Rural District Councils Act [Chapter 29:13] to express loss of confidence in councillor Moyo,” read part of the petition dated May 15, 2026.
The residents argue that Moyo failed to effectively execute her mandate and uphold the standards expected of an elected public representative.
They said her continued stay in office undermined service delivery, accountability and public trust in ward 23.
Among the grievances raised is the alleged neglect of environmental hygiene in the ward.

“Ward 23 has become increasingly unclean and neglected due to the absence of leadership in organising regular community clean-up initiatives,” the residents said.
The residents claim the situation has resulted in uncontrolled littering, deteriorating sanitation conditions and growing health concerns.
The petition also raises allegations of financial misconduct involving vending licence fees allegedly collected irregularly.
“Councillor Moyo allegedly irregularly collected vending licence fees from vendors without proper authority,” the petition said, adding that she was later compelled to refund the affected licence holders.
The document references CRB Byo 640/24 and PP Ref RD 584/24 to support the allegations, these references relate to a court case concerning the matter, which resulted in an order to refund the aggrieved persons.
Residents further accused Moyo of political inconsistency and misrepresentation, alleging that despite being elected under CCC, she campaigned for an independent candidate during the June 2025 Insiza North parliamentary by-election which Delani Moyo won.
Moyo reportedly campaigned for Leslie Dube who was an independent candidate in the polls.
“This inconsistency has created confusion among residents regarding her political mandate and representation, thereby undermining voter confidence,” the petition argued.
The petition also accuses the councillor of failing to hold regular ward meetings and excluding residents from decision-making processes.
“There is currently no effective communication channel between the councillor and the community,” the residents said.
The document also alleges partisan distribution of aid and community benefits.
“There are concerns that donations, aid and other community benefits have been distributed selectively to political supporters and associates of the councillor,” it said.
Residents also expressed concern over deteriorating infrastructure and stalled developmental projects in the ward.
“There has been little to no visible progress regarding road maintenance and infrastructure development within ward 23,” the petition read.
“The community members continue to meet in a hall with a deteriorating and potentially dangerous ceiling.”
The petitioners are demanding urgent intervention from both council authorities and the government.
Among their demands are an investigation into Moyo’s conduct, initiation of vote-of-no-confidence proceedings and her removal from office should the allegations be upheld.
“We believe urgent intervention is necessary to protect the interests of ward 23 residents and to restore confidence in local governance structures,” the residents said.
Efforts to obtain a comment from Moyo were unsuccessful.
Council is yet to respond to the petition.
