Government has urged stakeholders to support Warren Chiwawa following his appointment as substantive Chamber Secretary for Harare City Council (HCC), describing him as a seasoned professional who merits the post. 

Information Secretary Nick Mangwana, speaking as guest of honour at a celebration marking Chiwawa’s elevation, said the appointment was well deserved. 

Chiwawa had been acting chamber secretary since 2021, having previously served as senior legal officer and chief legal officer. The position had been vacant since Josephine Ncube’s departure in 2018. 

“Chiwawa has shown commitment and professionalism in whatever capacity he has served at Harare City Council,” Mangwana said.  

“We must support him and provide the necessary backing he deserves.” 

Government challenged the local authority to improve service delivery standards, saying Chiwawa’s substantive appointment marked a step towards achieving excellence in the capital.

Harare Mayor Jacob Mafume said the role carried significant responsibility. 

“Mr Chiwawa, you are aware that being Chamber Secretary is not easy; it is no small task,” he said. “We are almost like a country within a country. We serve nearly three million people, employ close to 10,000 staff and manage a budget comparable to that of small countries.” 

Mafume pledged the council’s full support, adding that officials and management at Town House would back Chiwawa in his duties. 

Chiwawa, a lawyer by profession, said he would serve the local authority with honour and professionalism.
