New ZPCS boss assumes duty in Mat South

Assistant Commissioner Jabulile Mathema

ZIMBABWE Prisons and Correctional Services (ZPCS) Assistant Commissioner Jabulile Mathema has officially assumed duty as Deputy Officer Commanding Matabeleland South province. The organisation says the move is aimed at strengthening operational efficiency, leadership and discipline across correctional institutions.

Mathema assumed office on April 28, during a provincial tour of correctional facilities led by Officer Commanding Matabeleland South province Commissioner Cleopas Mzila Moyo.

The tour included visits to Gwanda and Plumtree prisons, where the provincial leadership engaged officers-in-charge and staff members on service delivery, institutional management and operational preparedness.

Speaking during the visits,  Mathema said she was honoured by the appointment and committed to fulfilling the responsibilities entrusted to her.

“I am grateful to the Commissioner-General of ZPCS, Dr Moses Cyril Ngawaite Chihobvu, for trusting me with this responsibility. I am dedicated to working hard and meeting the expectations of both the organisation and the nation,” she said.

Speaking during the same tour, Moyo said the station visits were part of broader efforts to align the organisation’s strategic priorities with operations on the ground.

“This tour is not just about inspection; it is about aligning our strategic vision with the realities on the ground. We want to ensure that our officers are equipped, motivated and committed to transforming lives,” he said during a visit to Plumtree Prison.

Moyo said Mathema’s appointment was expected to strengthen administrative capacity within the province and improve informed decision-making across correctional institutions.

The delegation also toured agricultural projects at Plumtree Prison, where Commissioner Moyo called for increased productivity and efficient land utilisation as part of efforts to promote institutional self-reliance and contribute to national food security.

The latest developments come as ZPCS continues to position correctional institutions as centres for rehabilitation, skills development and production, while tightening operational standards across the country’s prison facilities.
