“The committee considered a report by the finance director (Justin Mandizha) on wherein he was requesting for authority to enter into negotiations with Quest Motor Corporation who were proposing for a set of City of Harare bills with three 4×4, 2,8 TDI vehicles, valued at a total of $83 850,” the finance and development committee report said.

“The committee considered the matter and resolved to recommend that the finance director be authorised to enter into negotiations with Quest Motors on the proposed set off of the company’s rates and water bills with the named vehicles.”
