A major shake-up is looming at Bulawayo City Council after the local authority adopted a resolution to carry out a manpower skills audit aimed at restructuring its workforce “into a lean machine”.

Mayor Thaba Moyo told NewsDay yesterday the job evaluation exercise would be carried out before year end. “We are doing job evaluation because we want to find out the kind of skills in our staff,” he said.

“We also want to find out if it is still necessary to retain the staff that we have. Maybe we have to bring in more skills.

“It can go either way. It can require that we reduce the number or increase the number of our employees. “But it just has to do with the skills, and we will be following the recommendations of the evaluation exercise.”

Town clerk Middleton Nyoni told residents two weeks ago the exercise had been necessitated by the need to improve service delivery.

“Towards the end of this year, we will be getting into job evaluation,” he said.

Residents have complained over the local authority’s huge salary bill, especially for senior management.

During a 2013 budget consultative meeting last week, residents castigated the local authority for maintaining a huge salary bill, especially for its top officials.

Local Government minister Ignatius Chombo is on record as saying salaries should not consume more than 30% of local authorities’ income.
