SENATE yesterday called on the Executive to speedily bring pieces of legislation before Parliament to align the laws of the country with the provisions of the new Constitution.
VENERANDA LANGA
Introducing his motion yesterday calling for the alignment of laws with the new Constitution, Masvingo Senator Misheck Marava said several statutes pertaining to sections on rights to life, rights of arrested, detained and accused persons, freedom of expression and media, rights of women, citizenship, issues of elections, the National Prosecuting Authority, provincial and metropolitan councils as well as enabling Acts for new commissions should speedily be aligned to the new charter.
Marava said a new Act must be crafted setting up provincial and metropolitan councils in accordance with Chapter 14 of the new Constitution.
“Strictly speaking, the councils have been established by the new Constitution itself, but until legislation is enacted, the councils will have no venues, structures, procedures or staff,” Marava said.
“The Act must spell out in clear terms the roles and functions of the provincial chairpersons so as to avoid duplication and conflict with the newly-appointed Ministers of State for Provincial Affairs.”
