There is a fundamental principle in electrical engineering that every power-system engineer understands: building generation capacity is only one part of creating a reliable electricity system.
The greater challenge is maintaining stability, reliability and the long-term integrity of the entire system as demand grows and new sources of generation are introduced.
A power station can generate megawatts, but those megawatts only become economically meaningful when they can be transmitted, distributed and delivered reliably to homes, industries, mines, farms, hospitals and businesses. In much the same way, progress in Zimbabwe’s energy sector should not be measured only by what has been built, but also by our ability to protect, consolidate and continuously improve the gains already made.
This is why the Government of Zimbabwe must continue to protect and strengthen the gains made through the country’s Energy Compact.
The Compact should not be treated simply as another policy document or development framework. It represents an important commitment to addressing some of the structural challenges that have constrained Zimbabwe’s energy sector for many years.
The task before us now is to ensure that this progress is protected from policy uncertainty, institutional fragmentation, inadequate investment and short-term thinking. Energy infrastructure is too important to the country’s future to be allowed to move backwards.
As an engineer who has spent much of my professional life working around electrical infrastructure, high-voltage systems, renewable energy and power development, I have learned that one of the most expensive mistakes a country can make is to think about electricity only when there is a shortage.
Energy planning must take place long before the shortage appears.
By the time a power system begins experiencing persistent supply deficits, overloaded transmission corridors, ageing equipment or inadequate reserve margins, the underlying problems have usually existed for years.
Energy policy must therefore operate with a long horizon.
A power system does not respond instantly to policy decisions. Developing a major generation project requires feasibility studies, environmental assessments, financial structuring, procurement, engineering design, construction, testing and commissioning. Transmission infrastructure requires equally careful planning because new generation is of limited value if the network does not have sufficient capacity to evacuate and distribute that power.
Substations must be designed around anticipated demand. Protection systems must be properly coordinated. Transformers must be appropriately sized. Network reinforcement must take place before congestion becomes a serious constraint.
In engineering, we do not design a power system simply for the load that exists today. We forecast what that load is likely to become tomorrow.
Zimbabwe must apply the same philosophy to national energy policy.
The Energy Compact provides an important foundation upon which the country can build. But a foundation only becomes valuable when construction continues. We must protect the progress already achieved while creating the conditions for greater investment, increased generation capacity and stronger infrastructure over the coming decades.
The urgency of this task cannot be overstated because Zimbabwe’s economic ambitions are becoming increasingly energy intensive. We speak about industrialisation, mineral beneficiation, agricultural modernisation, manufacturing, digital transformation, artificial intelligence, data centres, electric mobility and technological innovation. Every one of these sectors will place additional demands on the electricity system.
A modern economy cannot grow beyond the capacity of its energy infrastructure.
This is not merely an economic observation. It is an engineering reality.
If demand increases faster than generation capacity, the system moves closer to a supply deficit. If generation increases without corresponding transmission investment, power evacuation becomes constrained. If transmission capacity expands without adequate distribution infrastructure, electricity cannot reach the final consumer efficiently. If generation, transmission and distribution infrastructure are developed without appropriate maintenance, system reliability deteriorates over time.
A national energy strategy must therefore treat the electricity value chain as one interconnected system. Generation, transmission and distribution cannot be planned in isolation.
This is one of the reasons the gains made through the Energy Compact must be protected through consistent policy implementation. Investors need predictability. Development finance institutions need confidence in long-term programmes. Engineering companies need visibility of future projects so that they can invest in equipment, skills and human resources. Universities need to understand the future skills requirements of the sector so that they can prepare the next generation of engineers.
Policy stability is therefore an infrastructure asset in its own right.
When policy is predictable, investment becomes easier to structure. When regulation is transparent, projects become easier to finance. When procurement processes are clear, capable companies can compete fairly. When energy planning is consistent, industry can make long-term decisions with greater confidence.
This is particularly important for Zimbabwe’s growing renewable-energy sector.
Our country has enormous potential for solar energy, and the expansion of renewable generation can play an important role in improving energy security. But renewable-energy development must be approached with engineering discipline. Solar generation is variable. Its output changes with weather conditions, time of day and seasonal patterns. As the proportion of variable renewable generation increases, the power system must become more sophisticated in how it balances supply and demand.
Technologies such as battery energy storage, flexible generation, demand-side management, improved forecasting and stronger transmission networks will therefore become increasingly important.
We cannot simply ask how many megawatts of solar capacity we can install. We must also ask how those megawatts will interact with the grid.
What happens during periods of low solar output? How much reserve capacity is available? Where will the electricity be generated in relation to where it will be consumed? Can the transmission network accommodate additional power flows? What happens to voltage stability? How will protection systems respond to changing fault levels and power-flow patterns?
These are not academic questions. They are practical engineering questions that determine whether an electricity system remains stable.
As Zimbabwe expands renewable energy, these technical considerations must remain at the centre of national planning. The Energy Compact provides an opportunity to pursue the energy transition while maintaining system reliability, but that will require close coordination between policymakers, regulators, utilities, investors, engineers and financiers.
Protecting Zimbabwe’s energy gains must also include stronger support for local engineering capacity.
There is a tendency in infrastructure development to focus heavily on physical assets while paying less attention to the people who design, operate, maintain and improve those assets. Yet a power system is only as strong as the technical capability supporting it.
Transformers require engineers and technicians who understand their operation and maintenance. Protection systems require specialists who can interpret relay settings and fault conditions. Transmission lines require engineers who understand electrical, mechanical and environmental considerations. Renewable-energy plants require professionals who understand power electronics and grid integration. Modern substations increasingly require expertise in digital protection, automation, communications and supervisory control systems.
Zimbabwe therefore needs an energy sector that develops people alongside infrastructure.
Our universities must continue producing engineers with strong theoretical foundations, but industry must also create opportunities for practical experience. Young engineers must be exposed to real power systems and understand what happens when theoretical calculations meet real-world conditions involving ageing infrastructure, unexpected loads, weather events, equipment failures and changing operating conditions.
This is where the profession of engineering becomes particularly important.
An engineer does not simply design equipment. An engineer anticipates failure.
An engineer asks what could go wrong, how likely it is to happen, what the consequences would be and what can be done to prevent or mitigate it.
That philosophy should also guide national energy planning.
We should not wait for a transformer to fail before considering transformer replacement programmes. We should not wait for transmission congestion before reinforcing a network. We should not wait for a drought to discover that our generation portfolio is too dependent on hydrology. We should not wait for a major industrial investment to arrive before considering whether the grid can support it.
Good engineering is anticipatory. Good national planning must be anticipatory as well.
This is why diversification must remain central to Zimbabwe’s energy strategy.
Hydropower remains an important component of our generation portfolio, but changing climate patterns and hydrological uncertainty remind us of the importance of diversification. Solar resources provide enormous opportunities. Small hydro projects can support decentralised generation. Battery storage can improve flexibility. Thermal generation can provide dispatchable capacity where appropriate. Biomass and waste-to-energy technologies can contribute in suitable applications. Emerging technologies may create additional opportunities in the future.
The objective should not be to choose one technology and declare it the answer. The objective should be to engineer an energy system in which different technologies complement one another.
That is how a resilient grid is built.
The Energy Compact should also continue opening opportunities for Zimbabwean private-sector participation. Government cannot and should not be expected to finance every megawatt of future generation. The private sector has a significant role to play, particularly through independent power producers, engineering companies, renewable-energy developers and infrastructure investors.
But private investment requires a credible and predictable environment.
Investors need confidence in licensing processes, tariffs, off-take arrangements, foreign-currency considerations, grid-connection procedures, taxation frameworks and the broader regulatory environment. Energy projects are long-term investments. A developer committing capital to a project expected to operate for 20 years or more cannot make that decision based on conditions that may change unpredictably every few months.
Long-term infrastructure requires long-term thinking.
The development of local small and medium-sized enterprises is equally important. Zimbabwe has engineering companies and entrepreneurs capable of participating in generation, transmission, distribution, renewable energy, electrical construction, maintenance and energy technology.
These companies should not be treated merely as contractors. They should increasingly be regarded as partners in national infrastructure development.
When we strengthen local engineering companies, we strengthen the country’s capacity to build and maintain its own infrastructure. We create jobs, develop technical skills, retain engineering knowledge within Zimbabwe, create opportunities for young graduates and build companies capable of expanding into regional markets.
We also keep a greater proportion of infrastructure expenditure within the domestic economy.
Protecting the gains made through the Energy Compact must therefore also mean protecting the ecosystem of businesses and professionals that supports the energy sector. Zimbabwe must continue building an energy industry in which local engineers and companies can participate meaningfully.
There is also a broader issue that deserves greater attention: energy efficiency.
Increasing generation is essential, but so is reducing unnecessary consumption. A megawatt saved through efficiency can sometimes be as valuable as a megawatt generated through new infrastructure, particularly during periods of peak demand.
Industrial energy audits, efficient motors, modern lighting systems, power-factor correction, smart energy management, improved building standards and demand-side management can all reduce pressure on the national grid.
As an engineer, I believe we should stop thinking about energy only from the perspective of supply. We must think about the entire energy system.
We must ask how much electricity we are generating, how much is being lost during transmission and distribution, how efficiently industries are using power, when demand peaks, what technologies can shift consumption away from peak periods, how much distributed generation can be integrated into the network and how much storage will be required as renewable penetration increases.
These questions form part of the engineering discipline required to create a modern energy system.
The Energy Compact should therefore be treated as a living framework rather than a static document. As conditions change, implementation must evolve. New technologies will emerge. Electricity demand will change. Industrial priorities will shift. Climate patterns will influence generation planning. Investment conditions will evolve.
But the fundamental objective must remain stable: creating a reliable, affordable, sustainable and increasingly resilient energy system capable of supporting Zimbabwe’s development.
I am particularly passionate about this because I believe Zimbabwe has the potential to move from being a country that frequently discusses its energy challenges to becoming a country recognised for how intelligently it manages its energy resources.
We have sunshine. We have water resources. We have coal reserves. We have opportunities for biomass and other technologies. We have engineers, entrepreneurs and universities. We have young people with ideas.
The challenge is to connect these resources through a coherent national strategy.
This is where leadership matters.
Government has an important role in creating the enabling environment, establishing policy direction, mobilising investment, strengthening institutions and ensuring that national priorities remain protected over time.
Industry must respond with investment and innovation. Engineers must respond with competence and integrity. Financial institutions must develop appropriate financing models. Universities must produce the skills required by the future energy system. Communities must be meaningfully involved in projects that affect their livelihoods.
The energy transition will succeed when all these parts of the system operate together.
In power-system engineering, we speak about synchronisation because generators connected to a grid must operate within defined electrical parameters to maintain system stability. If one part of the system moves too far away from the operating conditions of the wider network, instability can develop.
There is a similar principle in national development.
Our policies, institutions, investment strategies and technical programmes must remain synchronised with the country’s long-term development objectives.
Energy policy must support industrial policy. Industrial policy must account for energy availability. Infrastructure planning must anticipate industrial growth. Education policy must anticipate future engineering skills. Investment policy must encourage infrastructure capital.
These things cannot operate as separate compartments. They form one national system.
That is why the Government must continue protecting the gains made through the Energy Compact while strengthening the mechanisms required to deliver the next phase of energy development.
We should protect what is working. We should improve what is not working. We should measure results. We should learn from implementation. We should remain open to innovation. Above all, we should avoid the temptation to abandon long-term energy programmes whenever short-term difficulties emerge.
Infrastructure development is a marathon.
A power system cannot be transformed overnight. But every well-designed project, every reinforced transmission corridor, every commissioned substation, every megawatt of reliable generation, every trained engineer and every improved regulatory process moves the country forward.
The real test of leadership is therefore not simply whether we can launch ambitious programmes. It is whether we can protect them, improve them and sustain them long enough for their benefits to reach the economy and the population.
That is the responsibility that now lies before us.
As the Doctor of Electricity, I remain convinced that Zimbabwe’s energy future can be transformed if we combine engineering excellence with policy consistency and national commitment.
My belief in the sector is not based on optimism alone. It comes from understanding how power systems are designed, how infrastructure behaves, how investment decisions are made and how technical capacity determines long-term reliability.
I know that adding generation without strengthening the grid can create constraints. I know that installing renewable energy without considering grid stability can create technical challenges.
I know that building infrastructure without maintenance eventually creates liabilities. I know that planning without accurate demand forecasts produces future shortages. And I know that policy uncertainty can undermine even technically excellent projects.
That is why our next phase must be characterised by discipline.
We must protect the gains already made while preparing for the electricity requirements of the Zimbabwe that is coming.
That Zimbabwe will be more industrial. It will be more digital. It will require greater mineral beneficiation. It will have more mechanised agriculture. It will have more renewable generation. It will require smarter grids, greater energy storage and engineers with increasingly sophisticated skills.
We must prepare for that Zimbabwe today.
The Energy Compact gives us an important platform from which to do so. But a platform only creates value when it is continuously strengthened through implementation.
We therefore need a national commitment to preserving policy continuity, accelerating bankable energy projects, strengthening transmission and distribution infrastructure, supporting local engineering companies, developing technical skills, improving energy efficiency and attracting long-term private investment.
We must also ensure that the energy sector remains a place where competence is rewarded, innovation is encouraged and quality is protected.
As an engineer, I believe standards matter.
In electrical engineering, a small design error can have consequences far beyond the drawing board. A wrongly specified protection setting, an underestimated fault level, inadequate insulation coordination or an improperly designed earthing system can compromise the safety and reliability of an entire installation.
The same principle applies to national infrastructure.
We cannot afford shortcuts in energy planning. We cannot compromise technical standards for temporary convenience. We cannot build infrastructure that looks impressive today but becomes a burden tomorrow.
We must build for reliability. We must build for safety. We must build for maintainability. We must build for future expansion. And we must build with the next generation in mind.
That is what protecting the gains made through the Energy Compact truly means.
It means refusing to return to the conditions that created our energy challenges in the first place. It means maintaining momentum, strengthening institutions, attracting investment, empowering engineers, supporting local industry, integrating renewable energy intelligently, modernising the grid and planning decades ahead.
Most importantly, it means recognising that energy is not simply another sector of the economy.
Energy is the platform upon which almost every other sector operates.
If we want Zimbabwe to industrialise, we need electricity. If we want agriculture to modernise, we need electricity. If we want manufacturing to expand, we need electricity. If we want digital transformation, we need electricity. If we want investment to grow, we need electricity. If we want young entrepreneurs to build globally competitive companies, we need electricity. If we want to improve healthcare and education, we need electricity.
The energy sector therefore deserves continuity, protection and serious national attention.
I believe the gains made through the Energy Compact can become the foundation for something much larger: a Zimbabwean energy system that is reliable, diversified, resilient, increasingly sustainable and capable of powering decades of economic transformation.
But that future will not happen automatically.
It will require leadership. It will require capital. It will require engineers. It will require entrepreneurs. It will require innovation. It will require discipline. And it will require Government to continue protecting the progress that has already been made.
As I often say from an engineering perspective, the purpose of building a power system is not simply to energise it once. The real measure of success is whether it continues to deliver reliable power safely and efficiently for generations.
The same should be true of our national energy policy.
Let us therefore protect the gains, strengthen the foundation and engineer the future. Let us ensure that Zimbabwe’s energy sector becomes not a constraint on national development, but one of its greatest competitive advantages.
