Harare-based land developer Florence Pambukani says her company is strengthening compliance systems and improving engagement with authorities as it expands housing and infrastructure projects in and around the capital.
Pambukani, who has been involved in several residential developments across Harare’s fast-growing outskirts, said rising demand for serviced land continues to place pressure on urban expansion, requiring more structured and forward-looking planning models.
Speaking in an interview, she said her focus was on delivering legally compliant, transparent developments that support orderly settlement growth.
“We are committed to ensuring that every project we undertake follows due process,” said Pambukani.
“Our priority is to provide properly serviced land and to protect the interests of the people who invest their hard-earned money in these stands.”
Her comments come at a time when land development in Harare has faced increased scrutiny, with disputes emerging over allocation processes, servicing timelines and regulatory approvals in some private and peri-urban schemes.
“Like many developers operating in Harare’s complex and often contested land sector, some projects have faced legal and administrative disputes,” Pambukani said.
“However, we are strengthening our compliance systems, engaging relevant authorities more closely, and prioritising transparent documentation to protect home seekers and ensure that every transaction is properly verified.”
Urban development experts said compliance, transparency and infrastructure servicing remain critical in ensuring orderly growth in rapidly expanding peri-urban areas.
Despite the challenges, Pambukani said her company has continued to advance infrastructure works, including access roads and servicing plans in selected projects, aimed at formalising residential settlements in high-demand areas.
“Our goal is not just to sell stands,” she said.
“It is to contribute to organised communities where families can build safely, with proper planning and long-term value.”
As scrutiny over land development continues, Pambukani said her focus remains on strengthening systems, restoring trust, and ensuring that future projects meet both regulatory standards and the expectations of home seekers.
