BULAWAYO, Aug. 1 (NewsDay Live) — The Zimbabwe Anti-Corruption Commission (ZACC) has arrested two Vehicle Inspection Department (VID) data capture clerks over an alleged US$1 million vehicle licensing fraud involving the manipulation of the department’s electronic licensing system.
The accused, Tinotenda Maningi and Chrison Chipanda, are accused of manipulating the VID licensing platform to fraudulently issue learner’s licences and Certificates of Competency.
According to allegations presented in court, the pair also generated fake payment receipts and allegedly solicited bribes ranging from US$200 to US$500 from members of the public seeking licensing services.
ZACC alleges the scheme caused losses estimated at about US$1 million.
Maningi and Chipanda appeared in court on July 30, 2026, and were remanded in custody until Aug. 4, 2026.
The arrests underscore ongoing concerns over corruption and the abuse of government digital systems by officials responsible for delivering critical public services.

The two have not yet entered a plea on the charges. They remain presumed innocent unless and until proven guilty in a court of law.
