Zimbabwean President Emmerson Mnangagwa said his government will offer incentives to businesses adopting artificial intelligence (AI) technologies as the country moves to accelerate digital transformation and innovation.
The pledge came during the launch of Zimbabwe’s National Artificial Intelligence Strategy 2026–2030, a policy blueprint aimed at positioning the country within the rapidly evolving global digital economy.
Mnangagwa said the government would support companies integrating AI to improve efficiency and productivity, while also deploying the technology across key sectors.
“My administration stands ready to offer incentives to businesses that integrate artificial intelligence to augment efficiencies and productivity,” he said.
He said flagship public-sector projects would focus on areas such as precision agriculture, predictive healthcare diagnostics, smart mining operations and AI-driven systems to improve service delivery and combat corruption.

The strategy also introduces a governance, ethics and regulatory framework designed to guide the development and use of AI in Zimbabwe. Mnangagwa said the framework would include national guidelines on data privacy, fairness and accountability.
“We are committed to ensuring that the use of artificial intelligence is human-centric, transparent and free from bias,” he said, adding that protecting national interests and the dignity of Zimbabweans would remain central to the regulatory approach.
Mnangagwa also called for stronger international collaboration, urging industry players to adopt global best practices and attract responsible investment.
He said research and development in areas such as public health and environmental monitoring must be expanded, while AI adoption in financial technology and public administration could help accelerate automation, improve service delivery and support urban planning and energy management.
Information Communication Technology and Courier Services Minister Tatenda Mavetera said the strategy reflects Zimbabwe’s intention to participate in the Fourth Industrial Revolution and strengthen its position in the global digital economy.
“The National Artificial Intelligence Strategy 2026–2030 highlights our commitment to the Fourth Industrial Revolution and our progress toward a unified digital vision for Zimbabwe,” she said.
