The City of Kadoma has officially announced the approval of its 2026 budget, following confirmation at the end of last month.
The development was communicated to residents and stakeholders through a public notice issued by town clerk Malvern Dondo on Wednesday.
The budget was crafted through extensive stakeholder consultations, incorporating submissions from residents and addressing specific objections raised during the process.
The council said the inclusive approach reflected its commitment to transparent governance and responsive public service delivery aligned with its long-term vision.
Key highlights of the approved budget include significant policy measures aimed at improving water service delivery and strengthening infrastructure.
Under the new water tariff structure, there will be a 50%reduction in the minimum water charge for areas not receiving water.
The per-unit cost (1 000 litres) will decrease from US$1,43 to US$0,80.
However, the minimum consumption charge will increase slightly from US$1,43 to US$1,50, with incremental adjustments in higher tariff brackets taking effect in February 2026.
Council also approved a US$2 million solar-powered water treatment plant at Blue Ranges.
The project will be funded through a once-off solar levy differentiated by property category: US$100 for high-density residential properties, US$120 for low-density, US$150 for institutional properties, and US$200 for commercial and industrial properties. The levy, calculated based on average monthly water consumption, is payable by June 2026.
While the Local Government and Public Works ministry sanctioned the budget, it imposed two conditions. Council must liquidate all salary arrears by June 30, 2026 and ensure full utilisation of all enterprise resource planning (ERP) modules to enhance revenue generation and collection efficiency.
The implementation strategy focuses on strengthened stakeholder engagement, financial discipline, and infrastructure investment to improve water services and overall municipal operations.
The City of Kadoma expressed gratitude to the budget taskforce, residents and stakeholders for their active participation in shaping the 2026 financial plan.
Council reaffirmed its commitment to full implementation of the budget, subject to adequate funding from ratepayers and external partners, as it works towards achieving its vision of becoming “A Smart Service Sanctuary by 2030.”
Residents have been urged to settle their bills promptly to support improved municipal services and sustainable development initiatives.
