SELF-STYLED Citizens Coalition for Change (CCC) interim secretary-general, Sengezo Tshabangu, has struck again, recalling three Citizens Coalition for Change (CCC) councillors from Matabeleland North.
In a notice, the Zimbabwe Electoral Commission chief elections officer, Utloile Silaigwana, said the election body had received recall notification letters paving the way for by-elections.
Binga rural district councillors Noliya Dube and Julia Mumpande were recalled alongside Victoria Falls counterpart Maria Phiri.
“Now therefore the public is hereby notified that the Commission has received notifications, in writing, of party list vacancies for the Binga Rural District Council and Victoria Falls Municipality due to the recall of incumbent members from the respective local authorities...,” Silaigwana said in the notice.
According to the Electoral Act, legislators and councils can be recalled from Parliament through a letter by a political party to the Speaker of Parliament.
Tshabangu first gained prominence late last year when he emerged from nowhere to recall CCC legislators after claiming to be the party’s interim secretary-general.

He went on to seize control of the party, resulting in its leader Nelson Chamisa quitting in frustration.
Chamisa had formed the CCC in January 2022 after losing control of the MDC. Critics have dismissed Tshabangu as Zanu PF proxy to aid the party to gain a two-thirds majority in Parliament so that it can amend the Constitution.
Reports indicate that Zanu PF and Tshabangu’s CCC are engaged in talks to delay the 2028 elections, in the process extending President Emmerson Mnangagwa’s stay in office.
Tshabangu’s CCC is set for a huge windfall after the government revealed plans to disburse party funds to him.
