HARARE, Jan. 13 (NewsDay Live) - Government has gazetted Statutory Instrument 10 of 2026, amending the Vehicle Registration and Licencing Regulations to review fees for vehicle registration, licencing and number plates.
The regulations, issued by the Minister of Transport and Infrastructural Development, repeal Part I of the Third Schedule to the 1999 regulations, introducing a revised fee structure across key services.
Under the new charges, first-time registration for motor vehicles, motorcycles and trailers has been set at US$50, while change of ownership fees now range from US$15 for retaining existing plates to US$95 for acquiring new plates.
Fees for the replacement of lost or damaged plates have also been adjusted, with PSV motor vehicle plates costing up to US$85 and PSV trailer plates US$80.
Personalised number plates now attract higher charges, set at US$2 500 for vehicles with engine capacity up to 1 500cc and US$5 000 for those above that threshold.
The revised fee structure is aimed at modernising vehicle registration services, covering production costs and strengthening the administration of the national vehicle registry under the Vehicle Registration and Licensing Act.
The fee review was first announced on September 9, 2025, during a Post-Cabinet Media Briefing, with Information, Publicity and Broadcasting Services Minister, Jenfan Muswere saying the move formed part of broader transport sector reforms.
