HCC pins 2027 budget hopes on Rufaro Marketing revival

Harare City Council (HCC) is pinning its hopes on the revival of Rufaro Marketing, prioritising the turnaround of the struggling municipal entity in the proposed 2027 budget to unlock fresh revenue streams and transform it into a viable commercial asset.

Rufaro Marketing is a wholly owned commercial subsidiary of HCC established to manage, commercialise and generate revenue from city-owned assets in Zimbabwe.

The entity is undergoing a major structural and operational transformation.
