HARARE metropolitan provincial development co-ordinator Tafadzwa Muguti has deplored the “chaos” in the capital city, but said opposition councillors should not blame President Emmerson Mnangagwa’s administration for poor service delivery.
Muguti told council officials at a workshop in Kadoma on Wednesday that they should take the blame for the multifaceted crisis afflicting Harare.
He warned councillors that they risked losing their seats in the 2023 elections.
“There is no order in the City of Harare. Shops are not paying for their licences, illegal settlements, car sales and we have people who just park their lorries everywhere and put a ‘for hire’ sign,” Muguti said.
“(This is happening) when you are there as city fathers and city mothers.
“When something shameful happens in Harare, look into the mirror and the person you see is the one responsible for all this disorder in Harare. Don’t blame anyone, don’t blame ED (President Emmerson Mnangagwa), it’s your fault, you councillors,” he said.
“Will you be able to respond when the people who voted you ask questions? Time is coming when you are going to stand before the people who voted for you and they will pose tough questions to you. Be prepared to respond.”

He gave the city fathers a 100-day target to adopt strategies that would turn around the city.
Acting town clerk Phakamile Mabhena Moyo said: “The devolution is upon us now and we have the development initiatives coming from the wards up to the government, not vice-versa.
“We are going to see something positive for the City of Harare in the first 100 days as we target those low-hanging fruits to kickstart our journey back to Sunshine City as Harare used to be.”
