Habakkuk Trust through its lawyer Job Sibanda of the Zimbabwe Lawyers for Human Rights sought an order to stop Parliament from holding public meetings in Bulawayo or anywhere in Zimbabwe to discuss amendments to the Constitution until the COVID-19 pandemic and resultant national lockdown to control the spread of the disease were over.

In her ruling, Justice Moyo dismissed the application on the grounds that those who wanted to make written submissions without attending the public hearings were allowed.

Sibanda had argued that conducting public hearings to discuss the proposed amendments to the Constitution would put the health of the public at risk.
