Ever since devolution has been introduced, it seems many people are yet to grasp the idea or what devolution is, especially in the marginalized or remote areas.

Institute for Young Women Development (IYWD) yesterday organized a devolution indaba for young women in Guruve.

“The focus of the meeting was on provisions of the Rural District Council Act (RDCs) Chapter 29:13, Urban Councils Act, the Provincial Councils which awaits the operationalization legislative framework, and their linkage to Chapter 14 of the constitution, to include the issues which require alignment,” – IYWD.

Young women and the invited government line ministries, members of parliament and council executive were consulted on the nature and type of framework of devolution that works to promote accountability, democratic and inclusive participation.

According to IYWD, the indaba was to achieve a common understanding between young women and their local authorities with regards to the devolution process and how it can be framed to benefit young women.

Young women who attended the indaba expressed disappointment on how women are never consulted or included in important decision making processes in local authorities.

“Now that we have an understanding of what devolution is, we are now pleading with our leaders to also include women when they are making important decisions, for instance during budget meetings in local authorities,” said one attendant.

Stakeholders who were present at the indaba also outlined how devolution is going to benefit young women in Guruve district if implemented well.
