OVER 760 illegal settlers in Mutare who belong to the Zimbabwe Homeless People’s Federation Association have alleged town clerk Joshua Maligwa is avoiding them since his appointment to the hot seat early this year The illegal settlers, who have occupied an open space in Devonshire suburb for almost two years, are facing eviction and were given a five-month ultimatum by High Court to vacate the area.

But the settlers were pinning their hopes on Maligwa to legalise the settlement through the Local Government ministry. In an interview with NewsDay Weekender yesterday, the settlers’ lawyer Passmore Nyakureba said his clients were hoping to meet the town clerk and discuss the way forward.
“Our clients have tried to meet the new town clerk to no avail. Previous efforts to meet him have not been fruitful. He has sent his juniors to attend to their issues,’’ he said.
The illegal settlers are living in squalid conditions without water and sewer facilities as the municipality has declined to recognise the settlement.
