KWEKWE City Council has been rattled by Auditor-General Mildred Chiri’s 2015 report, which cited gross financial irregularities and mismanagement at the local authority.

Presenting her report in Parliament, Chiri said the council’s balance sheet had $2,5 million, which the local authority could not account for.
“In Kwekwe, among other irregularities, the audit found out that the council’s bank statement has unexplained reconciling figure of $2 569 043, which could not be traced to any underlying transactions,” part of the report read.
Councillor Aaron Gwalazimba, said he was worried that almost every report on council’s financial affairs was dirty and showed huge amounts of money suspected to be missing.
“We had the UDCORP audit report, it spoke of serious financial mismanagement and pointed out that in 2011 and 2012 council could have lost nearly $1 million, now the Auditor-General has come out to say there are even more financial irregularities. We need to get to the bottom of this,” he said.
Council audit committee chairperson Weston Masiya said they would look into the matter at its next meeting.
“We are worried that we now have four audit reports condemning our accounts, the financial irregularities of 2011 and 2012 are yet to be resolved, but already we are facing another problem,” he said.

Chiri, according to council minutes, has since appointed HLB Ruzengwa and Partners to look into council’s 2014 financial books.
“The internal audit manager took the opportunity to inform members that external auditors were currently auditing the 2014 books. He added that HLB Ruzengwa and Partners was appointed by the Comptroller and Auditor General to look into council books as provided by the Public Finance Act,” the minutes read in part.
Mayor Matenda Madzoke confirmed that councillors were indeed worried over the Auditor-General’s report.
