Zapu regional spokesperson Iphithule Maphosa yesterday said although his party was not involved in the defacing of the road signs, it nonetheless supported the idea.

“We are not involved in the plastering of the sign posts. We were thinking that it is the council which has now decided to honour the people’s interests and we were applauding it for that,” Maphosa said.

“But if it is not the council, it means that has been done by residents who have decided to take responsibility to express their interests through plastering the sign posts since the government seems reluctant to act.”

Bulawayo mayor Martin Moyo on Tuesday described the move as criminal and ordered the superimposed sign posts to be removed.

But Zapu said it applauded the citizens for continuously piling pressure on government to respect the Constitution and implement its provisions.

The Dumiso Dabengwa-led opposition party is among several other political and civic groupings that have been advocating for immediate implementation of devolution of power to allow local authorities manage their own resources other than wait for decisions from central government.

Zapu has also distributed posters calling on government to activate the concept as enshrined in the Constitution. The posters read: “Zapu demands devolution of power as provided in Chapter 14 of the Zimbabwean Constitution.

There are only two ways about this: either devolution of power or devolution of power. The executive as led by R.G Mugabe, government and Parliament should choose one of these two.”

Government has blamed lack of funds for causing delay in the implementation of devolution of power.
