Mbeki was supposed to be a key speaker at the forum, but is no longer coming for the event which runs from May 3 to 5 at the Harare International Conference Centre.

The forum will be held under the theme “Developing Capacity for Africa’s Economic and Social Transformation” and was organised by the African Capacity Building Foundation (ACBF) and its pan-African and multilateral partners.

The third African Capacity Development forum coincides with ACBF’s silver jubilee celebrations.

According to ACBF, topics for discussion at the High Level Anniversary panels will be aimed at harnessing commitments of governments and stakeholders towards the capacity development agenda, culminating in the development of national development plans, built on shared experiences.

“The forum brings together policymakers, senior government officials, and representatives of multilateral and bilateral institutions, private sector and civil society delegates and the media to discuss the capacity dimensions of Agenda 2063,” ACBF said.

“These dimensions include private sector development in the context of youth employment, public and civil society engagement and domestic resource mobilisation. The Forum will also discuss partnerships as a tool for economic and social transformation on the continent.”

Mali hosted the first capacity development forum in 2001. Mozambique hosted the second edition in 2007.

ACBF was established 25 years ago by African governments and their development partners to help build sustainable human and institutional capacity for good governance and development management. Zimbabwe has been hosting ACBF since its inception.
