Sources said the tender was awarded to Tricon, but cancelled a few days later in unclear circumstances.

“We hear there is discord within the council over the tender as some councillors are said to have been paid to raise concerns over the award,” the source said.

Tricon Investments won the tender after outbidding Merchant Links, which quoted $230 707, and Synlak (Pvt) Ltd which pegged the amount at $210 852.

Kwekwe mayor Matenda Madzoke, speaking at a full council meeting, said the $340 000 could only be approved by the State Procurement Board.

He said a special full council meeting should deal with that matter so as to ensure that council follows all procedures correctly.

“We want to be sure that the things we are doing are correct and are in line with the laws, so we request that we be availed with information that we need before we can make a resolution,” Madzoke said.

“We are now lost because it is reported that the councillors demanded a technical report, but we all thought that was what they did before awarding the tender,” the source said.

“The cancellation raises some eyebrows and we are waiting to see the outcome of the retendering processes.”
