Mutoti said the plot was being organised by chamber secretary Priscilla Vengesai and some councillors who accused the duo of failing to turn around the local authority’s financial fortunes and refusing to disclose council directors’ conditions of service and benefits.

Both Mutoti and Makunde confirmed the development yesterday, saying they had already stopped several “illegal meetings” organised by Vengesai to boot them out.

Yesterday, Mutoti cancelled a similar meeting arguing that it was organised “unprocedurally”.

“It’s true it has been cancelled by the mayor because the issues were not urgent and were out of step with the law. Last week, I was away and it was set on a day I was away for some reasons,” Makunde said.

“Today (yesterday), we went through the agenda with the mayor (and) we agreed that issues should follow proper processes.”

Makunde told NewsDay that Vengesai had circulated a letter calling for a vote of no confidence on the mayor.

Mutoti said they called off yesterday’s meeting after realising “a sinister motive” and also the issue of “noise” at Town House.

“We realised it was unprocedurally called for and the town clerk and myself did not know about it. There were issues raised and that is why we stopped the meeting. People were there making noise, I don’t know the people and could also not hear what they were saying,” Mutoti said.

Vengesai could not be reached for comment yesterday.
