PUBLIC Service, Labour and Social Welfare minister Priscah Mupfumira last week presided over the ministers’ session of the African Regional Labour Administration Centre (ARLAC) in Geneva.

ARLAC is an intergovernmental training institution of English-speaking African countries in the area of labour and employment, with its headquarters in Harare, Zimbabwe. The current membership of ARLAC stands at 20. The governing council is convened twice every year in Zimbabwe and Switzerland.

In her opening address, Mupfumira expressed concern at the increasing informalisation of African economies, noting that this was connected to acute decent work deficits. In that regard, she called upon member states to come up with innovative policies that address the needs of the vulnerable and also the working poor.

International Labour Organisation (ILO) director of the Governance and Tripartism Department Moussa Oumarou and ILO regional director for Africa Aeneas Chuma reiterated the importance of the ARLAC and pledged the ILO’s continued technical and financial support in the delivery of the training courses.

The governing council proceeded to adopt the centre’s proposed budget for the year 2016, detailing a number of training programmes, some of which are on social protection, labour market information systems and the upgrading of the informal economy.

The meeting deliberated on the financial constraints affecting the centre and called upon members to clear arrears to ensure sustainability.

Mupfumira was mandated to continue implementing the current reforms that include the finalisation of a job evaluation exercise to rationalise the centre’s organisational structure, and to enhance service delivery.
