The State alleges that sometime in October 2012, Mangoma unprocedurally directed Zimbabwe Electricity Transmission and Distribution Company accounting officer Julian Masanga Chinembiri to award the tender for third party pre-paid electricity vendor to OK Zimbabwe (Private) Limited without going to tender.

Mangoma was last month granted $1000 bail by regional magistrate Vakai Chikwekwe and ordered to surrender his passport with the clerk of court and report to the police every Friday until finalisation of the matter.

Mangoma is being represented by Harare lawyer Beatrice Mtetwa.
