Mayor Bernard Manyenyeni said he had written to Chombo to make a determination on the salary levels so as to bring finality to the budget issue.

The debate caused a storm in council recently with councillors divided on what action to take to have the budget approved.

“I have written to the minister asking him to make a final determination on executive salary levels because the current levels were by ministerial direction. That is the only way we can bring finality to the matter which is holding up the budget approval, among other issues,” Manyenyeni said.

Councillors approved the $272 million budget for 2015, but Chombo, citing obscene salaries still being paid to top managers at Town House, refused to endorse it.

The city has top management earning mega salaries with town clerk Tendai Mahachi reportedly taking home more than $21 000 a month.

Cabinet directed last year that salaries of all council bosses should be cut, but most councils across the country are yet to implement that.

Chombo was not immediately available for comment yesterday.
