Nyakureba’s call came at a time when President Robert Mugabe was expected to replace some Cabinet ministers and deputies who were dismissed last year for allegedly working in cahoots with former Vice-President Joice Mujuru to unseat the President through unconstitutional means. Mujuru has denied the allegations.

“We are deeply concerned with the situation of Vice-President Emmerson Munangagwa who continues to occupy the post of Justice minister to add to his State and also party duties as a vice-president,” Nyakureba yesterday said in a statement to NewsDay.

“While we acknowledge that the Constitution permits for the situation where the VP can be tasked with administering any ministry, we feel that the Ministry of Justice is a very demanding ministry especially in line with the alignment of the laws/statutes with the Constitution and that it needs a minister who can dedicate all his energies to that task.”

He said the expulsion of former Justice deputy minister Fortune Chasi had further compounded problems at the ministry.

“At the moment if you look at the number of times the concerned VP has been an Acting President, you will notice that he spends most of his time acting as President and executing presidential duties, certainly he has no time to administer those demanding duties,” Nyakureba added.

“His hands are too full with work and we call upon the President to prioritise the issue of the alignment of those 450 laws by appointing a full-time Justice minister to carry out the constitutional mandate.”

Among those to be replaced were former Presidential Affairs minister Didymus Mutasa, former Minister of State for Presidential Affairs Flora Buka, former Health and Child Care deputy minister Paul Chimedza and Chasi.
