Clemence Maimba (24) of Hatfield, Bernard Ncube (25) of Avondale and Stephen Chatindo (38) of Epworth were remanded out of custody on $100 bail apiece when they appeared before Harare magistrate Tendai Mahwe.

The three were charged with fraud as defined under Section 136 of the Criminal Law (Codification and Reform) Act Chapter 9:23.

The court heard that towards the end of February 2015, the accused persons teamed up and went to Mbuya Nehanda Street where they blocked the pavement opposite the Gulf Complex and created a vending space for vendors to sell their wares.

The three, however, are not employees of the City of Harare but started collecting $6 per person every day from about 25 vendors.

They claimed that the money was being remitted to the City of Harare, but investigations later established that they were pocketing all the money.

The trio did not have the mandate of the city and were arrested following a tip-off to the police.
