THE Cabinet Committee on Legislation has approved the Constituency Development Fund (CDF) draft Bill, Vice-President Emmerson Mnangagwa has said.

Mnangagwa told legislators last Wednesday that the Bill was now awaiting gazetting and presentation before Parliament.

The Bill, if passed will regulate use of CDF allocations following alleged abuse of the funds by some legislators in 2011, resulting in some being charged for abuse of public resources.

“I can assure the honourable House that principles of the Bill were articulated, brought to Cabinet and passed,” Mnangagwa, who is also Justice minister said.

“The Draft Bill was sent to the Cabinet Committee on Legislation and it was passed, and now, the Bill is waiting to be gazetted,” he said.

In an unrelated matter, MDC-T chief whip in the National Assembly Innocent Gonese also asked if government had approved construction of a new capital city at Mount Hampden with a new State House and government buildings.

But acting Local Government minister Joseph Made told the House that government had only approved consultations for project.

“Government’s overall plan of a new city involved decongesting Harare and opening up an entirely new hub of investment modelled on the lines of Public-Private-Partnerships, eco-friendly and sustainable urban strategies,” Made said. “A technical team led by the Ministry of Local Government, Public Works and National Housing produced the relevant reports for the development of a new Parliament Building. In this context, the new satellite city would indeed incorporate public buildings for a few key ministries and other government establishments.”

Made said proposals for the projects were presented to Cabinet and Parliament’s presiding officers had endorsed the proposals and toured the site.
