Mabena bounces back at NRZ

FIFTEEN years after leaving the National Railways of Zimbabwe (NRZ) as general manager, Alvord Mabena was recalled yesterday to revive the operations of the struggling rail parastatal.

Mabena was appointed to lead a seven-member board of NRZ and would be deputised by retired Brigadier General David Chiweza. Chiweza was the only board member who survived from the previous board.

Other members who were appointed into the NRZ board include Joseph Mashika, Erick Makarimayi, Nomathemba Ndlovu, Chrystosoma Kanjoma and Angeline Karonga.

Mabena said the problems at the rail parastatals would be resolved if “we find the right chemistry between the board, employees and government”.

“It won’t be easy. We have to prepare to take painful decisions to bring about the desired change. It requires us to put our helmets for the business,” Mabena said.

Transport and Infrastructure Development minister Obert Mpofu said the new board was born out of an intense selection process “throughout the country which took us three months”.

Mpofu said he expected the board to develop strategies that minimise the need for retrenchment and increase the business of NRZ.

“Let me state outright that reliance on Treasury for financial support is not feasible at this point in time in our economy,” he said. NRZ has a total staff complement of 8 043 composed of 140 managers and the remainder are non-managers.

Mpofu said the board should seek guidance on all policy issues from the ministry. He said the ministry should provide the annual schedule of board meetings, agenda for its meeting before the board sits and minutes of each board meeting as soon as they were approved by the full board.

  1. What is the rtd Brigadier doing. You cant even trust Mabena, u have to deputise him with a clueless military guy. Lets be honest, without a serious loan ratified by govt, NRZ is dead & buried. Thieves continue wearing suits & ties

    • I happen to know Brig. Gen Chiweza, I think he is an educated and balanced ex-military man… I recommend you read a book called The Art of War by Sun Tzu, should help you understand how military thinking and strategy can be implemented in a corporate situation to bring about a desired result

      • We have all read that book. In Zimbabwe clueless military personnel are what is wrong with Zimbabwe parastatals. Can you tell me what he strategised in the previous board that merits him to be on the current board? GMB had an ex military guy can you show me where his strategies led us Sports and Recreation Commission Has a military guy have we fared any better? To hell with this nonsense that military personnel have strategies… their strategies are to kill not to build companies and economies.If these military guys are so good why do we not have them in private sector after retirement? because if you are good and you know your stuff private sector will chase after you just to have your skills and strategies. The Zimbabwean Economy will continue to suffer high production costs contributed by transport as long as NRZ is not recovered. It seems gvt is bent on recycling their rubbish to ensure that everything fully crumbles

        • The problem is not the military guys, but the culture in Zimbabwe, which translates to unsuitable people being appointed to positions of authority. Military startegies can indeed be used in business, eg, the critical path theory was developed by the USA military during the WW2.

  7. This is really scratching the bottom of the barrel. Mabena of all people as Chairman of NRZ? The Minister did not bother to find out how NRZ was faring under Mabena as General Manager 15 years ago. Or is it the old saying that all parastatals based in Bulawayo should be headed by Bulawayans? NRZ will be double dead soon.

    • My friends who have no clue who Mr Mabhena is,let me remind you that this is the guy who was at the helm at NRZ 15 years ago.The parastatal then was well run ,profitable safe and of international standards.
      He was a hands man who could work with artisans and made his hands dirty for the sake of good service delivery.

      Mpofu do the same with Zupco.Deployment of people at these organisations must be done according to merit ,performance and the like never of regionalism /nepotism, tribalism etc.Take a look were all the entities led by those who were not appointed on merit how they are performing

      If proper performance appraisal were to be effected surely all current public entity CEO can score badly .This goes for all the ministers and the presidium team.

      Failure all over ,Corruption All Over,Looting All over.

      • I see most of the commentators … don’t know Alvord Mabhena … He was one of the best parastatal managers in Zimbabwe … when NRZ was at its prime… trains were efficient… don’t let the obsession of hating ZANU PF cloud you from knowing the best of Zimbabwe….we are entering interesting times … and the landscape of politics is changing … with Jonathan Moyo (the once hated Minister being the darling) ZANU PF is going through a metamorphosis … a new breed of leadership is coming and will surprise many … the unlearned and unwise of ZANU PF will be swept away and a more innovative, wiser and change agents in ZANU PF are on the rise … there are a lot of influential Zimbabweans taking up strategic posts (at regional and international level) in lieu of changes within ZANU PF … there is a whole lot of things happening in the background that are not naked to the ordinary Zimbabwean … watch this space the next few coming years are going to be surprise for many… starting with the December 2014 ZANU PF congress

        • Note that Mabhena is coming in as Chairman not General Manager. He and his board will have good ideas but the General Manager ,a political appointee will ignore the board and get away with it. That late airforce officer was doing as he pleased with the cowed board looking in awe

    THIS IS ONE OF THE MAIN REASON NRZ WILL CONTINUE TO FAIL. those who have experience in resusuitating companies will tell you that the very first thing to do is to retrench atleast 120 of those managers and a two-thirds of the work staff. manje you have already gotten off the wrong foot, hapana chinobuda.

  12. Mabhena is now 75 years old,and i think appointing him chairman is rather going too far.maybe an advosory role wld have bben better.Um sure there are many yung able bodied visionaries who could have done the job.Dr Goodwill Shana quickly comes to mind..

      You are assuming that he had left NRZ on retirement… but that is just NOT true. He was forced out early to create room for a retired soldier who would not criticise the ministries flawed policies as as happening then.

      After some 15 years or so, they now realise and accept that Mabena had been on the right path then. Now they say, “Sorry Sha, we were wrong to push you out. Please accept our apologies and do come back and help us. We now need the true railway profesionals .”

      When he left NRZ some 15 years or so ago, it was NOT by retirement, but he was moved out of the way in order to create room for a retired soldier who would not question the flawed policies that were coming from the parent ministry at the time.

      Now they are saying ” Ah Mabhena ,sha.. sorry hako bt you were right all the time and we were wrong to push you out. Chidzoka hako nekuti we now require genuine railway professionals”

      • No they are not. His wings are clipped because he is expected to seek approval from the Ministry. he is limited in what he can do.

From all the comments so far written and said, there are three things only and careful analysis will reveal that all comments are from NRZ employees who at one time had deliberately sabotaged the parastatal to change the Government. (1) The Brigadier is being attacked before he had even worked(2) Alvord Mabena is given a mediocure handling some say he was bad others say he will turn around the parastatal.(3) A majority is saying NRZ is dead..fair and fine but what are the real issues which should have been addressed first to have the company up and running? Do we need 140 managers in an ailing company? Do we need a Dynasty in place of a parastatal? Do we need to compete with unregulated competitors and over and above all do we have to all nepotistic and tribalistic appointments? I think we need to face reality and not just post hate-speech hogwash moreso NRZ employees improve your corporate English.

      Also, when someone from Zvimba appoints another person from Zvimba, nobody says its tribalistic. So why should it now be seen as tribalistic simply because a minister from Bualawayo has appointed Mabhena ?????

  14. We can say a lot but the question is did Mpofo perform well in his previous ministry?If he excelled obviously NRZ is going to prosper.If failed in his previous ministry then we are a nation of miracle believers.

  21. I joined NRZ in 1988 and then the parastatal was running at a loss those who are saying NRZ was profitable under Mabena should check their history.Only Rhodesia Railways was run profitably.

Why didn’t he groom others during his time to do the same good work? if he failed to prepare someone then for me he is a failure.   25. Rest in pieces NRZ. Noone can resuscitate the parastatal. Eng Mabena can do nothing about it. The country was severely damaged by Zanu and it’s general. Unless of course if Obert Mpofu donates part of his loot to the parastatal.
