TWO motions are likely to be dropped from the National Assembly Order Paper after the MPs who proposed them failed to introduce them for debate.

This resulted in Speaker of Parliament Jacob Mudenda proposing they should be removed from the Order Paper as they were “a waste of Parliament paper”.

The motions proposed by Welshman Ncube-MDC MP Priscilla Misihairabwi-Mushonga and MDC-T Hwange Central MP Brian Tshuma were tabled before the House months ago, but have not been debated because their movers failed to introduce them.

Tshuma’s proposed motion was to tackle empowerment of women and urgent payment of overdue salaries to employees of Hwange Colliery Company. It was introduced in October last year.

Misihairabwi-Mushonga’s motion was on civil servants’ salary increases and meant to call on government to immediately implement the non-monetary benefits giving all public servants duty-free certificates to import one vehicle for personal use.

Mudenda asked MDC-T chief whip Innocent Gonese to explain the failure by Tshuma to introduce the debate which he had proposed to move.

“This motion has overstayed and I propose the MP should confirm if he wishes that it be withdrawn from the Order Paper so that we save Parliament paper,” Mudenda said.

Gonese agreed that it be removed saying Tshuma, who had been absent in Parliament on that particular day, had confirmed that it be withdrawn. Tshuma has, however, been attending Parliament regularly and taking part in portfolio committees.

On the proposed civil servants’ motion, the proposed seconder of the motion Jasmine Toffa (MDC Ncube proportional representation MP) said she was yet to find out if it should be withdrawn from Misihairabwi Mushonga.

Misihairabwi-Mushonga has not been attending Parliament for a long time, but Toffa said there was an explanation for it, adding she had written a letter to Parliament administration explaining the circumstances of her absence and failure to introduce the motion.
