Ministers slept on duty — Charamba

The Zimbabwe Congress of Trade Unions (ZCTU) has blasted government’s lukewarm response to corruption cases as Presidential spokesperson George Charamba on Thursday conceded that ministers slept on duty while looting in State-owned firms and parastatals took place.


Charamba’s admission has put President Robert Mugabe and the Zanu PF government under fire with ordinary Zimbabweans demanding swift action to demonstrate that indeed Mugabe was sincere and ready to descend heavily on those implicated in the looting.

Speaking to a local radio station on Thursday, a remorseful Charamba, whose name has appeared in the Premier Services Medical Aid Society (PSMAS) scandal, said he was ready to resign or step down if forced to by a higher authority.

“That’s dereliction of duty on the part of ministries. We slept on the job. That’s the bottom line. Whether we snoozed because we were sleepy or snoozed because we were ignorant, it makes no difference,” Charamba said.

“Zimbabweans are angry and have every reason to be angry. Take, for example, ZBC (Zimbabwe Broadcasting Corporation). That money which was supposed to have them entertained was being taken to sponsor large lives. Those involved, including myself, should be made to pay. I should relinquish my position. If I am not moved by my conscience, I should be moved by a higher authority.”

Charamba spoke in apparent reference to the ministries of Mines, Media, Health, and Transport, among others, that have been rocked by salary scandals in parastatals under their supervision.

Charamba was bombarded with questions from listeners who questioned his sincerity and took him to task on a number of issues.

The secretary in the ministry of Information, Media and Broadcasting Services said the ministry knew about the ZBC rot, but could not act against the sole broadcaster as that would have weakened Zanu PF prospects ahead of last year’s elections.

The rot in parastatals has angered Zimbabweans who have called for action to demonstrate government’s sincerity in dealing with the decay.

ZCTU yesterday said it was baffled by the lukewarm response of government to cases of corruption, including the “obscene” salaries earned by some executives.

“The ZCTU, since 2011, has been calling for the probing of executive salaries, but the call has been falling on deaf ears. Despite recent revelations of scandalous hefty salaries and benefits at ZBC, PSMAS, Marange Diamonds, Harare City Council and a host of government-owned institutions and parastatals, the State’s response has been ambivalent, signalling connivance in some quarters,” ZCTU
secretary-general Japhet Moyo said.

“We believe these companies had become looting havens for loyalists seconded to them by authorities in government. What is most surprising is that the culprits are staunch Zanu PF supporters and the ZCTU believes the issues will die a natural death just as the high-profile citing of Godwills Masimirembwa over a diamonds bribery case.

“lt is either government slept on duty or its officials were benefiting from the malice. It is high time the State responded fast as the nation is on its knees not because of sanctions as some allege, but institutionalised greed and looting.”

    It is high time we take stock of everything taking place, Let us start some 15 yrs ago and re-look at all failed state companies eg CSC, ZISCOSTEEL, NRZ , AIR ZIM, DDF and others, we will see that people responsible for the failures were re-deployed to other companies and these comrades are killing us -this is not about sanctions. Look East policy gave us economic strategies, we have to borrow once again from the Chinese and EXECUTE people who steal from state coffers, it is that simple. LET US GET RID OF THE ROTTEN APPLES-THESE GUYS CANNOT BE REFORMED.

      Moyo hw can u get rid of rotton apples when all ar rotton. This adminstration is full of rotton apples from the president with their women included, why i say so is becoz mugabe transfers any minister found in the mix of corruption to another potifolio. Do u know why, because mugabe wl also be involved in the scandal. They say black empowerment then why did they chase Mutumwa Mawere and took over his shabanie mine and brought it to its knees. Was Mutumwa also white? Only mugabe,chinamasa, mugwarazimba and shamhuyarira can tell us. Oh what a shame u destroyed a big mine of asbestos of the world. Zanu pf is a disgrace to Zimbabwe.

    The MDC is useless they have been given the ammunition and leeway to blast and pressurize the zanu gvt using the recent rot being exposed but you are silent on it and busy pressurizing MT to go. Any good intelligent party would gain milage with these corruption issues but alas the opposition is dead.Nxaaa.

    Zanu expected to lose the election and cause unrest against the new govt by exposing these shocking salaries. Now that they are the govt they want to appear to be concerned but they are the ones who prevented mdc ministers from carrying out audits which would have exposed this rot

    it is not true that ministers slept on duty, the real truth is that they knew everything that was happening and were only using parastatal bosses as fronts to loot public resources. Parastatals have been in a shambles since the late 1980s because ministers and government officials have been enriching themselves by looting from these organisations. Is this why people died during the liberation struggles? so that a few individuals with their families and friends can loot public resources and plunge the rest of the population into abject poverty? Is this why people suffered for supporting freedom fighters during the struggle? These guys are the real SELLOUTS, they have sold out the revolution and the integrity of our nation in pursuit of selfish agendas yet they are not ashamed of publicly claiming to be the liberators of our nation. They are pathetic and shameless.

    Mugabe cannot do anything about corruption because he is very corrupt himself. Mugabe has got 39 commercial farms. His in-laws occupy or occupied top government positions – the Gumbochumas and the Bimhas. Relatives like Chidhakwa. ZanuPF stole the last mock elections. There’s no way people were going to vote for ZanuPF which impoverished them. Stealing elections is bigger corruption than chief executive obscene salaries.
    What do these corrupt government officials tell their children I wonder? That it is god to cheat? This is a regime which is totally out of control, stealing left, right and centre – the country has been looted to paralysis. These morons have no shame.
    The fact the Zimbabwe is ahead of Nigeria and closer to Somalia in the 2013 Corruption index tells you all you need to know about the level of unbridled corruption.
