‘Zimbabwe among worst governed countries’

ZIMBABWE remains one of the worst-governed countries on the African continent, an annual survey by the Ibrahim Index of African Governance has revealed.

According to the index, Zimbabwe remained stuck at number 47 out of 52 African countries this year although the country registered an improvement in the human development category which includes issues to do with welfare, education and health.

In the report, Zimbabwe continued to share the bottom six score with countries beset by political instability such as Equatorial Guinea, Chad, Central African Republic and Somalia, while some of its neighbours were among the top 10 countries.

Part of the report released yesterday read: “Despite improvements since 2000, Zimbabwe’s governance score remains below the continental average for Africa as well as the regional average for Southern Africa.

“Zimbabwe scored 35,4 (out of 100) lower than the continental average of 51,6, but has improved by +1,5 since 2000. Its scores are lower than the regional average for Southern Africa (59,2). It ranks its highest in the category of human development (30th out of 52) and ranks its lowest in the category of sustainable economic opportunity (51 out of 52),” the report said. “The score was bad especially in the human rights category since 2000, but progression was registered in the human development category.”

The countries were ranked according to how they performed under four categories, namely safety and rule of law, participation and human rights, sustainable economic opportunity and human development.

“The top 10 performers over the years have remained relatively stable, with eight countries managing to remain in this grouping since 2000: Mauritius, Botswana, Cape Verde, South Africa, Seychelles, Namibia, Tunisia and Ghana. Meanwhile, the bottom ten (including Zimbabwe) have displayed more fluctuation in and out of the grouping and have constantly remained in the bottom ten in all years between 2000 and 2012,” the report said.

The report cited Mauritius as the best-run country on the continent while four post-conflict countries which include Angola, Burundi, Liberia and Sierra Leone were said to have managed to pull themselves out of the bottom 10.

  34. There was no racial discrimination during white rule. Some people mistake “paternalism” for “racism”. Anyone who tells you blacks were excluded from this or that thing is lying to you. Blacks could not open factories or industries because they were all very very poor and had no skills to open viable businesses, end of story. There were plenty os enterprising blacks who were beginning to open big businesses and were richer than the whites during white rule. Vana Mucheche, Zvambile, Ruredzo, Mwayera, Murambiwa popularly known as Machipisa, Makomva, Samuriwo, Mundawarara, Pswarayi, Mkondo, Tavengwa (Mushandira Pamwe), Chanakira, Mataure and thousand others ran businesses and were richer than some whites. Vana Sam Chitaukire build successful Printing and Publishing companies during white rule. If others could build businesses how can people say black people were excluded from doing business? All those I have mentioned were/are black.

  35. I forgot to mention one black nationalist who ran his own business – a grocery shop – Josiah Chinamano had a grocery shop at Machipisa Shopping Centre in Highfields in the early 1960s.

When African nationalism took root in the late 1950s there was no single black architect, no single qualified electrical engineer, no single mechanical engineer, no single civil engineer, no single medical doctor – Samuel Parirenyatwa came a few years later, no single qualified vehicle engineer, no single civil engineer, no single accountant, the list is endless. To be able to open a business you have to know what is required and have ready clients which blacks did not have. For example, you cannot open an electrical repair workshop if you are not a qualified electrical engineer because you cannot fix electrical problems and you don’t know what to order, and how to order or have the money to order spare parts. This was the situation back then. Blacks had to learn from the whites. It was a long evolutionary process. You could not expect some to come straight from Murambinda rural area and the next day they are running or opening a Johnson and Fletcher-type factory. It is not that simple.

  41. Unlike most black people I used to confront whites when I felt I had been treated unfairly and in most cases I got an explanation. I did not jump to the conclusion that I was being discriminated against. I have known all black nationalists when they were ordinary people and I don’t listen to what they have to say. They lie all the time. Most of them were teachers who had minimal contact with white employers.
    I will take Mugabe as an example – after university in S Africa (sponsored by the whites) he went to Zambia to continue to work as a teacher and in the mid-1950s he went to Ghana to continue as a teacher. How much contact did he have with white employers? Zero. He was given a house to rent by the whites in Highfield when he worked as a teacher for the government. The reason why he was given a house was because he had no money to buy a house of his own. Where did he experience racism? I would not waste my time listening to what he has to say about racism.
    One major area we were found wanting was hygiene. Our levels of hygiene compared to the whites were very different and whites would rather have us learn to use lavatories first since we were used to defecating in the bush by starting us with the bucket system before they introduced the flashing system in the townships in the early 1960s. Whites have always had toilet training from childhood. I won’t go into details on this one. And we had to learn to use handkerchiefs instead of wiping snot with hands. Running water system to individual houses in townships was only done in the 1960s before we had to use one communal tap for the whole area. Wearing underwear is a recent phenomenon and so is brushing teeth and combing hair and cutting long fingernails. Whites knew all our old dirty habits and what we had to be taught. It was paternalism not racism.
    We went through quite a lengthy learning process over the years which the young generation take for granted. Black people cannot take the present situation and apply it to the dark past, the 1960s.
