He was denied bail and remanded in custody to August 6.

According to the State, Mutodi, through his National Housing Development Trust (NHDT), allegedly hatched a plan to defraud cash from mostly civil servants in the eastern border city through a well-orchestrated stands scam. At least 1 000 people joined the NHDT where they paid money purportedly meant to purchase land in Mutare for Gimboki South Housing Project.

Some of the money was paid through the Salary Services Bureau since 2012. Mutodi had promised them housing stands once pegging and servicing was done. NHDT allegedly benefited from the scam and money amounting to over $1 million was defrauded from the housing project membership.

Mutodi has been in and out of courts across the country as a result of the failure by his housing trust to fulfil its promises of distributing housing stands to the public through the housing schemes.
