Chinamasa blocks June 29 elections

JUSTICE minister Patrick Chinamasa on Wednesday reportedly blocked Zanu PF’s bid to push for the June 29 polls, arguing that there was still need to negotiate with MDC parties to realign old laws with the new Constitution to ensure electoral laws amendments would sail through Parliament, it has been learnt.

He reportedly told the Zanu PF politburo meeting in Harare that if President Robert Mugabe were to unilaterally announce election dates, the MDCs may stall the process.

Well-placed Zanu PF sources confirmed to NewsDay yesterday that Chinamasa had poured cold water on the party’s proposed poll deadline during the politburo meeting held soon after Mugabe had assented to the new Constitution.

“He advised the politburo that it would be suicidal for the President to announce an election date as the realigned laws would not pass Parliament where a single majority is required,” the source said.

The MDCs would carry the day as they outnumber Zanu PF if they combined forces.

In an interview with NewsDay on the sidelines of the signing of the new Constitution by Mugabe on Wednesday, Chinamasa confirmed that the focus was now on realigning electoral laws.

“Now that the President has assented to the Constitution, you need to know that there are certain provisions of our laws that should be aligned to the new Constitution.

These provisions have much to do with the elections. We should amend our electoral laws to align them to new provisions in our Constitution, such as the proportional representation of women and selection of senators,” Chinamasa said.

“Those provisions that have to do with elections come into effect on the publication date. The rest will come into effect after the swearing in of a new president.

“We have already begun the process of aligning the laws to the Constitution. We have met three times as negotiators to agree on the amendments. After we agree, we have to bring the amendments before Parliament so that they can be enacted into law.”

Zanu PF’s poll plans are off the rails with the party admitting that the latest politburo meeting failed to resolve the impasse on rules and regulations for primary elections as well as finding common ground on probes in provinces being led by party chairperson Simon Khaya-Moyo.

Party national spokesperson Rugare Gumbo told NewsDay yesterday: “The rules and regulations on primary elections are yet to be finalised as we are still ironing out certain areas. There is also the issue of women representation and we are still working on our manifesto . . . The probe team (led by Khaya-Moyo) is yet to present its report.”

Zanu PF has been making spirited efforts to have elections held by June 29, arguing that it is when the lifespan of the inclusive government would end as Parliament would automatically dissolve.

But the MDCs remain adamant that electoral reforms agreed at the consummation of the Global Political Agreement have to be fulfilled first including the completion of the voter registration and education exercise.

      But the truth of the matter is that parliament stands dissolved as at 29 June 2013 whether the MDC function stalls or not the 29th of June is coming and with it the inevitable dissolution of the August House. No party organization, grouping can prevent the dawning of the 29th and no one from which ever planet will extend the life of the current parliament.

      It would seem you are very ignorant of the make up of the Ndebele nation. Ndebele as it was and as it is, is an amalgamation of different sub tribes, just as the dialects in the Shona. Ndebeles are not only those who originally came from Zululand, it includes the indigenous people such as the Kalanga, Nambya, Tonga. Nanzwa, and those Sh0nas who forsook their own tribe voluntarily to become Ndebele. The Sibandas, Mpofus, Maphosas and Ndlovus are all indigenous Ndebeles. The Ndebeles in the Tsholotsho area are descendants of the KhoiSan and are more indigenous than those that trekked from the great lakes region. Even second and third generation Shonas who parents were born in Byo associate themselves with the Ndebele people through marriage etc. This idea of trying to compartmentalise the Ndebele to the original abeZansi is perpetrated by ignoramuses like you, for the KIng himself okaMashobana said ‘endlu eyehlukeneyo kayimi’ and he built the Ndebele nation through incorporation of the other tribes. I mean zanu is just threatening to be the one to impose election dates but if mdc says no to that its always succeeding. So mdc is rulling, zanu has no focus and its sturbon how can they say 29 June as if they are already done with their primary elections.       Does this mean that MDC have been refusing elections since 2009 then that’s democracy for you the MDC way lets rule without votes. Also the report is speculative no source is quoted but an unnamed source further the President has power under the constitution current one to amend the electoral laws using temporary emergence powers. So indeed after the dissolution of Parliament the powers of the President whom you call a dictator will be enhanced is this what you want a country without parliamentary oversight a President ruling by decree.

Those people have to be reminded that Tsvangirai is the Head of all ministers in both ZANU & Mdc. Coalition gvt means Mugabe & Tsvangirai are both ruling this country. They work & plan together as one government. When Mugabe won elections in 1980 he became Prime Minister & later became President. When Tsvangirai won elections in 2008 he became Prime Minister & will soon takeover from Mugabe.

    I long told you that only Welshman is the visionary in these matters in Zim. Since 2009, Gukurahundi Mugabe and Tswangirayi have been talking elections and each time the MDC’s position on this issue won the day, lizovuma nini kanti ukuthi uMthwakazi, uvele yena uphiwe, kwezepolitiki?

    Its nowhere to run situation that Zanu PF finds itself in. they are a headless chicken that is drying to run away. At least credit to them for realizing that elections will not be possible before laws are realigned and he forgot to mention that there should be media and security sector reforms to be done as well. Zanu PF best bet is to keep on this bickering that will extend the GNU lifespan for that is their only realistic life line.

    Tsvangirai and his mdc have caused very significant ‘changes’ in the corridors of power, governance and authority in this country. I’m sure a lot of ppl out there will agree with me that if it weren’t for tsvangirai, MUKURU vangadai varikuita madiro aGeorgina chaiwo. How can someone honestly clamour for an early and illprepared election to the extent that he has manifesto ready, varume ava havasi serious anyway they had become accustomed to that, knowing very well that they could still manipulate public institutions like the Judiciary, RG’s ofc, zdf, zrp and state media to stage-manage elections which with predetermined results before polling. This is what they have been doing in all the past elections, actually that is what they mean when they talk about election coz thats what they are used to. Even though they may not admit, the truth is tsvangirai ndiye murume 1 anetsa mugabe nezpf kusvika vachinja maitiro and zveshuwao varikuchinja mbijana mbijana. Someone is no longer able to just wake up and make silly pronouncements and before we know it they are already law. Chinamasa did not block this election but the truth is, even if he himself wanted 29 june, that timeline is not legally practicable. Funny enough president has dropped quite a number of election dates since 2010 but none has ever materialized, to me thats a serious indictment on the person of the president and his ofc. .we all are wondering what has changed or gone wrong in the corridors of power in our country. . .times have really changed.

    Zanu PF people just follow blindly what they are told to do or say.In 2008 they were told to say 27 June vaMugbe mu office and they started killing for it .Some of their member are going mad.Now they cannot think for themselves that election 29June is not possible.Chinamasa had to think for them.THEY ARE LOST THEY DO NOT KNOW THAT THE WIND OF CHANGE IS FAST COMING.

    It does not stop to amaze me. I’m tired that when its not from Zanu Zbc criticizes. This is the same as what Mdcs were saying. Elections are not viable now. So what’s new, what did Chinamasa block. Kkkkkk just. Trying to show the public that we are making things happen, this shows you are hard headed who don’t agree if they loose the plot. You always think of the minority then you say Zimbabweans disagree when its only you who disagree. Everyone needs reforms but only a few are saying its unnecessary for Zimbabweans, a question to Zimbabwe is “Who is our people, Who is my Zimbabwe. Who is Zimbabweans” if you can answer this that’s where you find out that others want to cause dis unity by labeling others puppets.
