Zvikaramba, the former city treasurer who unceremoniously left the local authority in 2010, bounced back to his current position of finance director on Monday this week.

Council spokesperson Leslie Gwindi confirmed the development yesterday saying the council was now trying to streamline the pair’s duties to avoid confusion.

“He is back at work. He started on Monday and now we are looking at rationalising the department as a result of pressure from the billing system, revenue collection and also looking at the requirements of more than 3,5 million people in Harare,” Gwindi said.

Zvikaramba, who was fingered in the 54-page land scam report following investigations by the fired councillor Warship Dumba-led team in 2009, resigned citing “constructive dismissal” as he felt he was no longer needed at the Town House.

The report also fingered Local Government minister Ignatius Chombo and businessman Phillip Chiyangwa for alleged corruption in acquiring land in the capital city.

Chiyangwa has since won the fight and will be given land by the local authority as payback for payment of salaries to its workers a couple of years ago.

It is understood that Zvikaramba’s reinstatement could worsen the confusion already existing as several other departments were being led by two officials each.

In the department of health, there is director of city health services Stanley Mungofa and director of health services (administration) Prosper Chonzi, who are performing almost the same functions.

Last year, Chombo accused the local authority of overstepping its powers by reinstating Mubvumbi and water director Christopher Zvobgo.
